Organizational Context and Scope
Under the overall supervision of the Head of Resource Management and under the direct supervision of the Information Management and Technology Officer, the Senior ICT Associate (Network) will provide overall assistance and daily technical support to users of information management tools and network infrastructure of the mission. The incumbent will also be responsible for managing the ICT network infrastructure of IOM South Sudan together with its sub-offices and be competent in the technical aspect of network infrastructure, troubleshooting, and user orientation.
- Serve as Network Tier 2 level, receive and handle escalated network issues from ICT Assistant.
- Manage and maintain locally hosted network that are manage through the Meraki dashboard portal.
- Administer, install, configure, implement, and monitor network connectivity (LAN/WAN/Wireless Access Points/VPN/DHCP) ensuring uninterrupted service of mission-critical network.
- Participate and deploy if necessary in the planning and development of IT networks.
- Supports multiple ISP connections (fiber, wireless, Starlink, VSAT) and appropriately escalates complex network issues to Tier 3 support or service providers.
- Support the implementation of ICT network security policies, procedures, and best practices.
- Perform routine maintenance, firmware updates, and software patches to ensure all network devices are running efficiently.
- Supervise, coordinate the activities, and provide technical guidance to assigned junior staff of the IMT unit.
- Provide training to users in using corporate and standard applications, security awareness and new applications being implemented by the Mission/Organization
- Identify and proactively recommend required upgrades and modifications ensuring consistent service availability
- Ensure that all helpdesk queries are answered appropriately via email, GSS portal, Microsoft Teams or in person. Suggest the best technical solutions in order to achieve required standards while taking into consideration local technical constraints.
- Supply and install all IT equipment to Sub office and update all programs about new changes in IT network and coordinate equipment servicing.
- Manage and ensure the maintenance sent to the sub-offices is registered in ICT inventory and all standard network software are installed.
- Liaise with service providers for the provision of adequate IT services and equipment in coordination with the Procurement & Logistic Unit and ensure all computer purchases are within the ICT standards.
- Manage the maintenance of hardware & software inventory and inform all programs about the number of software requires for their sections.
- Inform users regularly of facilities and services available and advise staff of environmental changes
- Implement IOM ICT network standards and IOM ICT Policies and Guidelines in particular to network and IT procurement.
- Perform other related duties as may be assigned.
Education
Experience
- Strong experience in ICT network support and administration, including implementation and support of medium to large-scale WAN/LAN technologies, and on-premises and/or cloud-based network, resources, and applications and use of ticketing systems for issue tracking and resolution.
- Proficient in remote support tools, and network application tasks such as installations, and security patching.
- Hands-on experience troubleshooting Transmission Control Protocol/Internet Protocol (TCP/IP) networking, firewall, router, switch, Virtual Private Networking (VPN), and network security.
- Strong coordination, monitoring and evaluation, analytical, project development, liaison and reporting skills.
- Excellent writing and communication skills in English are a distinct asset.
- Experience in working in an international organization.

Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of Arabic.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
