Org. Setting and Reporting

This position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS).

The Finance and Budget Officer manages a complete and homogenous operation of the Mission’s financial system, including planning, preparation, monitoring and reporting on all budget submissions, fund redeployments, and performance reporting. This position is based in Port-au-Prince and is located in the Office of the Chief, Operations and Resources Management, Finance and Budget Section. The incumbent will report to the Chief of Budget and Finance Section.

Responsibilities

Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Budget preparation:

Prepares the annual peacekeeping budget for UNSOH and the resourcing part of the annual budgets for Cluster I and Cluster II Special Political Missions (SPMs) administered by DPPA for BINUH, including preparation of supplementary information; prepares and coordinates responses to legislative and oversight bodies.

Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements for UNSOH and BINUH ensuring compliance with the programme plan and other legislative mandates.

Provides detailed input with respect to resource requirements for budget submissions.

Reviews, analyzes and finalizes program budget/financial implications to the Security Council statements in light of additional mandates.

Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. Budget administration:

Monitors allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.

Manages and monitors budget implementation and recommends reallocation of funds as necessary.

Monitors expenditures to ensure that they remain within authorized levels. Administers and monitors resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.

Prepares budget performance submissions for UNSOH and BINUH.

Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures.

Provides support to relevant intergovernmental and expert bodies as needed. Financial administration:

Acts as Approving Officer under Financial Rule 105.4 and 105.7 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.

Approves payments to local vendors, service providers, and implementing partners for programmatic activities and quick-impact projects, and payroll for individual contractors.

Supervises the disbursement of payments and monitor house bank account balances and transactions.

Provides oversight of cashier and petty cash/imprest operations in support office locations.

Coordinates cost recovery operations with outside parties as well as United Nations agencies, funds and programmes.

Monitors financial transactions and liaise with the RSCE and Finance Division of UN Headquarters on the closure of the financial period.

Analyzes complex/unusual accounting transactions and open items in the accounting system and implement corrective actions in collaboration with the Regional Service Centre in Entebbe (RSCE). General:

Provides advice, financial interpretations and corrective actions in response to audits and other queries from the Board of Auditors (BOA) and Office of Internal Oversight Services (OIOS) to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of the Chief, Finance and Budget Section.

Participates actively as Member and Alternate Chair of the Local Committee on Contracts (LCC), Local Property Survey Board (LPSB) and Local Claims Review Board (LCRB).

Provide support to all Umoja users by serving as Umoja Finance Security Liaison Officer and Local Process Expert (LPE) in Umoja Finance and Budget modules (ECC, BPC, SMA, IP).

In the absence of the Chief, Finance and Budget Section, acts as Officer-in-Charge of the Budget and Finance Section and oversees the daily operations.

Provides advice and guidance, including training, to managers and staff on budgetary and financial policies and procedures, including results-based budgeting.

Participates in inter-departmental meetings on matters related to resource requirements, programming and budgetary issues.

Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.

Drafts reports for management on budgetary issues, and correspondence.

Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications.

Ensures the integrity of financial and management systems and the controls that underpin them.

Provides support with respect to representation of UNSOH and BINUH at meetings.

May plan, organize, manage and supervise the work of the Unit/Section assigned.

Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

The incumbent may be asked to perform other related duties. Work implies frequent interaction with the following: Budget, finance, accounts, administrative and substantive officers in the UN Secretariat, Regional Service Centre and Special Political Missions; Office of Internal Oversight Services; Board of Auditors; Budget Officers in United Nations common system. Results Expected: Achieves Finance and Budget Section’s goals through the timely development of a well formulated budget proposals, improves administration of approved budget, and effective functioning of the Section.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

At least seven years of progressively responsible experience in finance, budgeting, accounting, auditing or a related area. Experience in budget development and financial management within UN peacekeeping, special political missions or similar missions within a comparable international organization is required. Experience in directly supporting senior leadership during the presentation of budget proposals to legislative bodies is required. Management level experience in supervising and coordinating a team of staff working in budget and/or finance area is required.

Experience in using an integrated enterprise resource planning (ERP) module for budgeting—such as the Umoja Business Planning and Consolidation module—as well as financial information management modules like Umoja Analytics, is required. Experience in the management of cash operations in a field mission is required.
