Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
On 26 August 2026, a sudden and destructive flood and debris flow affected communities along the river systems in central Nepal, causing extensive loss of life, displacement and damage to homes and critical infrastructure. The disaster severely affected settlements in Rasuwa, Nuwakot, Dhading and other downstream districts, while damage to roads and communications continues to constrain access to some affected areas. As of 4 September 2026, the National Disaster Risk Reduction and Management Authority (NDRRMA) reports that 1,294 bodies have been recovered, 5,053 people remain missing, and 301 people have been injured. A total of 13,095 people have been rescued. An estimated 352,000 people, across 17 municipalities in six districts, have been affected by the flood.
Under the overall supervision of Head of Resources Management Officer and direct supervision of the National Finance Officer in Kathmandu, Nepal, the incumbent will be responsible for providing finance support services to the mission’s activities.
- Review and ensure all supporting documentation and signatures are obtained before finalizing vouchers; verify invoices and ascertain that the equipment, supplies or services they refer to were duly received or provided prior to initiating the payment request.
- Perform Accounts Payable Invoice Processor (API), Accounts Receivable Invoice Processor (ARI) & Accounting Reviewer functions role in WAVE, ensure all related documents are properly orginazed and filed.
- Reconcile and review payable/receivable vendor's account and ensure clearing procedure have been made on specific time according to contract or PO (Purchase Order). Follow up with outstanding advances. Monitoring and follow up with procurement department for clearance of commitments due on/before closing of running month.
- Review the travel expenses claim and verify the correctness in use of DSA (Daily Subsistence Allowance) rate, exchange rate and all supporting document are attached.
- Proper recording/filing of hard copy of financial documents.
Education
- Bachelor’s degree, preferably in Accounting or Commerce or related discipline from an accredited academic institution with two years of professional experience;Or;
- High School degree in above field with two years of relevant professional experience.
Experience
- Knowledge in financial and cash management.
- Familiar with excel spreadsheets, word processing and other computer tools.

Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Fluency in English and Nepali is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
