Project Context and Scope
Vanuatu is highly vulnerable to natural hazards including tropical cyclones, earthquakes, volcanic eruptions, droughts, flooding, and other climate-induced disasters. During emergencies and displacement situations, women, girls, persons with disabilities, and other vulnerable groups face heightened risks of Gender-Based Violence (GBV), including sexual exploitation and abuse, domestic violence, and other protection risks.
The Government of Vanuatu has established and is establishing several evacuation centres across the provinces to strengthen disaster preparedness and response efforts.
IOM, with technical and financial support from UN Women, is currently implementing a project to ensure that evacuation centres are safe, accessible, and responsive to the needs of women and girls, and other vulnerable groups. This work is supported by UN Women through the Pacific Partnership to End Violence Against Women (Pacific Partnership) programme, funded primarily by the Government of Australia, and the European Union, and coordinated by UN Women and the Pacific Community (SPC), in strategic partnership with the Pacific Islands Forum (PIF).
As part of this process, IOM and UN Women will review and update the GBV and Protection Risk Mitigation Guidelines for Evacuation Centres, , and produce Information, Education and Communication (IEC) materials that promote GBV prevention, mitigation, reporting pathways, and survivor-centred approaches and develop and deliver training material to strengthen the capacity of stakeholders.
- Piloting Guidelines, SOP and IEC materials across the three provinces of Shefa, Sanma, Malampa including surrounding communities of the five newly established evacuation centre sites in Provinces of Shefa and Sanma including two already established sites in Shefa, Sanma and Malampa to test key messages and to assess how people receive, interpret, and share information, and integrate findings and recommendations.
- Convene a validation workshop with government and key stakeholders including CSOs to review and finalize the revised Guidelines.
- Translate the Guidelines into Bislama to ensure accessibility and local relevance.
- Design and print the Guidelines and accompanying awareness posters for dissemination.
- Develop training module based on the updated GBViE Guidelines, and module will be available online as a self-paced course (IOM E-Campus).
- Conduct a two-day training workshop for DECM members Government, Civil Societies, NGO's, faith-based groups and communities in Efate, Santo and Malekula.

Under the overall supervision of the IOM Vanuatu Chief of Mission and in coordination with National Programme Officer (Protection), and in coordination with UN Women who will provide technical review and support, the consultant is expected to complete the following:
- Inception and Desk Review
Review and Update the GBV and Protection Risk Mitigation Guidelines and SOP in Evacuation Centres
- Piloting Guidelines, SOP and IEC materials across the three provinces of Shefa, Sanma, Malampa
- Convene a validation workshop with government and key stakeholders including CSOs to review and finalize the revised Guidelines
- Translate the Guidelines, SOP and IEC Materials into Bislama to ensure accessibility and local relevance. For the Bislama translation, this will be coordinated jointly with the project teams for translation support.

Performance should be assessed according to the tangible and measurable outputs of the work assignment above.
Education, Experience and/or skills required
The qualified candidate should possess:
- Advanced university degree (Master's degree preferred) in Gender Studies, Social Sciences, Development Studies, Human Rights, Public Health, Disaster Risk Reduction, Humanitarian Action, International Development, Law, Communications, or a related field.
- Specialized training or certification in Gender-Based Violence (GBV), Protection, Gender in Emergencies, Gender-Based Violence in Emergencies (GBViE), Protection from Sexual Exploitation and Abuse (PSEA), or related areas is an asset.
- Minimum 7 years of progressively responsible professional experience in gender equality, protection, GBV prevention and response, humanitarian programming, disaster risk reduction, or emergency management.
- Demonstrated experience in the development, review, and revision of GBV, protection, or humanitarian guidelines, policies, standards, and operational tools.
- Proven experience in Gender-Based Violence in Emergencies (GBViE) programming, including prevention, risk mitigation, survivor-centred approaches, and coordination mechanisms. Experience conducting risk assessments and developing assessment tools, checklists, protocols, and practical guidance materials for humanitarian or emergency contexts. Proven track record in the design and development of Information, Education and Communication (IEC) materials, awareness-raising resources, behaviour change communication products, and community engagement materials.
- Experience integrating gender equality, disability inclusion, child protection, safeguarding, and protection principles into humanitarian and disaster preparedness initiatives.
- Demonstrated experience working with government agencies, humanitarian actors, civil society organizations, women's organizations, and community stakeholders.
- Experience facilitating stakeholder consultations, workshops, validation meetings, and technical review processes.
- Previous work experience in Vanuatu or other Pacific Island Countries is highly desirable. Experience supporting emergency preparedness and management systems, including evacuation centres, shelters, displacement settings, or disaster response mechanisms, is an advantage.
- Experience in working with relevant government agencies will be considered an advantage;
- Capacity to work independently and with minimal supervision;
- Personal commitment, efficiency, and flexibility;
- Strong organizational and time management skills, and ability to multi-task and deliver under tight timelines;
- Strong intrapersonal skills demonstrated by the ability to work in multi-cultural, multi-ethnic environments with sensitivity and respect for diversity;
- Fully computer literate;
- Excellent written and oral communication skills;
- Prior experience with IOM or a relevant UN agency will be considered an advantage.
Languages
For this consultancy, fluency in English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
