Organizational Context and Scope
Under the direct supervision of the Head of Programme and in close coordination with the Project Managers, Programme Support Unit and Resources Management Unit, the Head of Sub Office will be responsible and accountable for supporting the overall management of the Tachira Sub Office, as well as for coordinating the implementation of the broad IOM programming in line with IOM policies, standards and commitments.
- Assist the Head of Programme and COM in the coordination of the Sub-Office activities in accordance with the IOM’s rules and regulations, and implement institutional procedures across the Sub-Office.
- Participate in meetings with Government Authorities, International Organizations, non-governmental organizations, voluntary agencies, as well as public media and Private Sector in close coordination with the supervisor.
- In coordination with the Head of Programme and CoM, contribute to maintaining the working relationships with local governmental authorities, international organizations and NGOs, and other stakeholders in the area.
Provide inputs for project development and proposal formulation in close coordination with the Head of Programme, CoM and other Programme Management counterparts.
Promote and monitor the adherence to the safety and security procedures for IOM staff, premises, and assets in the Sub-Office in collaboration with the local Office of the United National Department of Safety and Security (UNDSS) and other relevant stakeholders, through regular participation in Area Security Management meetings.
Coordinate the implementation and reporting of all programme activities in the Sub-Office and its programmatic coverage in line with IOM standards and in accordance with the donor/grant agreements.
Provide regular updates to the Head of Programme and CoM on the progress on programme implementation, achievements and donor liaison issues.
Identify operational challenges and suggest corrective actions to the Head of Programme/ Senior Management Team.
Contribute to the visibility of IOM and the donors as per donor agreements and as relevant to the context.

- Knowledge of migration management principles, concepts and techniques.
- Experience working in post-conflict /emergency operations.
- Ability to coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional background.
- Ability to work well under pressure and in difficult conditions.
- Good communication and coordination skills, and ability to draft clearly and concise reports.
A high degree of computer literacy.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, full fluency in English and Spanish are mandatory.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
