ACCOUNTABILITIES:
- Define supply chain strategy for the WFP Nepal Country Office in line with WFP policies and procedures and ensure effective integration of logistics and procurement operations and provide oversight to emergency preparedness and response.
- Strengthen capacities of staff and partners in logistics and supply chain management through coaching, training and career guidance and advice to enable a high-performing team.
- Lead coordination with government Ministries, departments, humanitarian and development partners, and service providers for emergency preparedness and response.
Supply Chain Planning and execution
- Conduct assessments of existing supply chain and logistics systems and lead the design and implementation of supply chain strategies and operational plans.
- Analyze supply chain risks and recommend mitigation measures.
Logistics Operations
- Provide oversight and coordinate the operations of the Humanitarian Staging Areas (HSAs) ensuring compliance with WFP logistics procedures and standards including proper documentation, inventory accuracy, and stock reconciliation.
Emergency Preparedness and Response
- Support logistics preparedness activities, development of contingency plans and emergency logistics strategies and provide surge support during emergency operations as required.
Coordination and Stakeholder Engagement
- Liaise with government ministries, implementing partners, transporters, suppliers, and humanitarian agencies.
- Participate in logistics coordination meetings and working groups.
- Facilitate information sharing among stakeholders.
Capacity Strengthening
- Conduct training and coaching sessions for WFP staff and partners.
- Develop standard operating procedures (SOPs), guidance notes, and training materials.
- Support institutional strengthening initiatives related to logistics and supply chain management.
EXPECTED OUTCOMES
- Refined government capacity strengthening strategy for SC and EPR. More efficient and effective government systems and procedures in place to provide assistance in the context of scaled up social protection and shock-responsive programmes. Fully handed over EPR project and sustainable government management plan of HSAs in place (including SOPs). Improved government capability to respond to emergencies.
- Input into the 2G CSP country capacity strengthening component.
- Funding proposals and briefing documents as needed.
Knowledge & Skills:
- Proven skills in and knowledge of corporate country capacity strengthening approaches and tools, including on government and private sector partnerships.
- Proven project management experience across the entire project cycle including resource mobilization and development partner liaison.
- Experience in leading project teams and supervising staff.
- Demonstrated skills in collaborative problem-solving, lateral thinking and prioritization in high-pressure working environments are an advantage.
- Behavioural competencies such as action management, client orientation, cognitive capacity, innovation, partnering and teamwork.
- Proven fundraising/partnership expertise in Nepal.
