Project Context and Scope
Bangladesh is highly vulnerable to natural hazards and climate change-induced disasters, including floods, cyclones, storm surges, riverbank erosion, droughts, earthquakes, salinity intrusion, and fires. These hazards frequently result in internal displacement, affecting millions of people across the country and creating significant humanitarian and development challenges. To strengthen preparedness, response, and solutions for disaster and climate-induced displacement, IOM co-leads the Displacement Management Cluster (DMC) with the Ministry of Disaster Management and Relief (MoDMR). Since its inception, the DMC has supported coordination among government agencies, UN organizations, NGOs, and other stakeholders through assessments, information management, capacity-building initiatives, and evidence-based planning to support displaced populations and at-risk communities.With support from ECHO, IOM plans to strengthen the institutionalization of the Displacement Management Cluster within government systems and support MoDMR to lead displacement management and humanitarian coordination efforts. Under the direct supervision of the Coordinator, Displacement Management Cluster, the successful candidate will be responsible for coordinating information management activities under the cluster, supporting assessments and analytical products, providing GIS and data management support, and contributing to the overall implementation of DMC activities and capacity-strengthening efforts.

Performance indicators for the evaluation of results
The consultant will ensure transparency, accountability and high moral code in line with IOM’s policies are maintained.
The Consultant’s performance will be evaluated against the following criterions: timeliness, accountability, transparency, responsibility, coordination, effectivity, communication, and quality of the deliverables.
All work submitted must be in line with the programme communication guidelines including IOM spelling list 2013, IOM House Style Manual and IOM Brand Guidelines 2022.
Education
Bachelor’s degree in urban and regional planning, information technology, statistics, geographical sciences, and any other relevant field.
Candidates with professional diploma in disaster management in addition to the above requirements will be given priority
Experience
Minimum of 4 years of work experience with developmental organizations.
Experience with the United Nations, particularly IOM, and/or other international organizations will be considered an advantage.
Experience in information management, data collection, reporting, coordination, and analysis of data from large information systems is required.
Skills
Documented experience related to KOBO survey design or other relevant survey applications.
Documented experience and proven expertise in Microsoft Office Package (including MS Access, Publisher and Excel).
Documented experience related to data visualization in Adobe InDesign, Adobe Illustrator, Tableu and/or Power BI.
Documented experience and proficiency in geospatial software packages would be an advantage.
Experience using the following tools will be considered an advantage: ODK, Mergin Maps, Field Maps. For this position, fluency in English and Bangla is required (oral and written).
Languages
For this consultancy, fluency in English and Bengali is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
