Result of Service

The consultant will support the programme management, operational delivery and continuous improvement of IMEO's digital products and Methane Data Platform, ensuring effective coordination across technical, data, engagement and content teams and external delivery partners.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority setting the global environmental agenda and advocating for environmental action across the UN system. UNEP’s International Methane Emissions Observatory (IMEO) is a data-driven initiative accelerating reductions in methane emissions, a major contributor to climate change. IMEO provides open, reliable and actionable data to support emissions reductions aligned with the Paris Agreement.

To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. These initiatives are game-changers for climate action – and as a core implementing partner of the Global Methane Pledge, IMEO is shaping the future of methane mitigation.

The consultant will provide strategic and project-management support to the Head of IMEO and relevant IMEO teams in planning and executing complex digital and innovation initiatives, translating strategic objectives into structured workplans, coordinating cross-functional delivery, managing dependencies and risks, and supporting the timely delivery of high-quality products. The consultant will help ensure that IMEO's digital initiatives move efficiently from requirements and planning through development, testing, launch and continuous improvement.

Qualifications/special skills

Required: Masters or Equivalent in in engineering, project/programme management, technology management, innovation management, information systems, business administration or a related field is required.

A first-level university degree in combination with additional qualifying professional experience may be accepted in lieu of the advanced degree.

Professional certification in project management, agile delivery, Scrum, digital transformation or related disciplines is highly desirable.

A minimum of ten (10) years of progressively responsible professional experience in project/programme management, product development, innovation delivery, technology programmes or related fields is required.

Demonstrated experience managing complex, cross-functional projects from planning through implementation and launch is required.

Experience coordinating multidisciplinary teams involving technical, operational, commercial and other specialist functions is required.

Demonstrated ability to manage complex dependencies, delivery risks, changing requirements and time-sensitive programmes is required.

Experience translating strategic objectives into project plans, implementation roadmaps and measurable deliverables is required.

Experience working in international or multi-country environments is required.

Experience managing innovation or technology portfolios and contributing to multi-year strategic roadmaps is desirable.

Demonstrated experience delivering projects in technically complex or regulated environments is desirable.

Experience in project budgeting, resource planning, procurement, contractor or vendor coordination is desirable.

Experience applying agile, Scrum, traditional or hybrid project-management methodologies is desirable.

Experience with digital transformation programmes and emerging technology applications is desirable.

Experience working with environmental, climate, sustainability or data-related programmes is desirable.

Experience liaising with external clients, technical stakeholders, suppliers or partners is desirable.

Languages

Fluency in oral and written English. English is the working language of UNEP's IMEO. Knowledge of additional languages is an asset.
