Project Context and Scope

Since 2004, IOM has been actively implementing humanitarian and development programmes across the United Republic of Tanzania. Through its work on migration, climate resilience, displacement, and community stabilization, IOM supports the Government of Tanzania and local communities in addressing the impacts of climate change, disasters, and human mobility.

As part of its efforts to strengthen resilience and promote durable solutions for displacement-affected communities, IOM is implementing the Regional Responses to Climate Displacement in Sub-Saharan Africa (RE2CLID) project, a four-year initiative funded by the European Union and implemented in partnership with Enabel. In Kigoma Region, the project supports climate resilience, sustainable natural resource management, and livelihoods development among displacement-affected and host communities. To inform the design and implementation of livelihood interventions under the project, IOM seeks to undertake a market assessment to identify viable green livelihood opportunities, assess market demand and skills needs, and provide practical recommendations to guide livelihoods programming in Kigoma Region.

Objective of the Consultancy

The objective of this consultancy is to conduct a comprehensive market assessment in the target districts of Kigoma Region to identify and prioritize viable, climate-resilient, market-driven livelihood opportunities for displacement-affected and host communities. The assessment shall further identify opportunities that contribute to climate resilience, disaster-risk reduction, social cohesion, durable solutions, and economic inclusion for displacement-affected communities (DACs) and host communities. It shall include assessment of labour-force readiness, and identification of market systems constraints and opportunities. The assessment will provide evidence-based recommendations to inform the design and implementation of livelihood interventions under the RE2CLID project, including labour-force readiness, identification of market systems constraints and opportunities, skills development, entrepreneurship support, private sector engagement, access to finance, and waste-to-wealth initiatives.

Scope of Work

Under this consultancy, the Consultant will undertake a comprehensive market assessment to inform the design and implementation of livelihood interventions under the RE2CLID project in Kigoma Region. Specifically, the Consultant will:

Methodology

The Consultant shall undertake the assignment using a participatory, evidence-based market systems approach that combines primary and secondary data collection and analysis. The methodology shall incorporate market-demand and supply analysis, customer analysis, and competitor assessment, labour-market and workforce-readiness assessment, value-chain analysis, competitor assessment, pricing analysis, and market-access assessment, financial viability analysis, environmental sustainability analysis, stakeholder capacity analysis, and identification of market systems analysis, constraints and opportunities, while ensuring meaningful engagement with relevant stakeholders at the regional, district, community, and private-sector levels.

The assessment shall include a review of existing documentation and relevant project materials, key informant interviews, focus group discussions, enterprise surveys, market observations, consultations with private-sector actors, financial institutions, vocational training providers, government authorities and community representatives, and analysis of market opportunities, livelihood systems, and enabling factors for sustainable economic participation, with triangulated findings, clearly stated assumptions, and limitations,. Particular attention shall be given to vulnerability, protection, gender, and social inclusion considerations to ensure that proposed livelihood interventions are accessible and relevant to displacement-affected and host communities.

Overall Assignment Duration

The consultancy is expected to be completed within six months from the date of contract commencement. The Consultant shall undertake the assignment in accordance with the approved inception report and workplan. Any adjustments to the agreed timeline shall be discussed and approved in writing by IOM.

Payment Schedule

Payments shall be made in three instalments upon satisfactory completion and approval of the corresponding deliverables:

First instalment: 20% upon submission and approval of the Inception Report and Desk Review and Preliminary Stakeholder Mapping Report.

Second instalment: 40% upon completion of field data collection and approval of the Draft Market Assessment Report.

Final instalment: 40% upon completion of the validation workshop and approval of the Final Market Assessment Report and all supporting materials.

Experience

• At least ten years of relevant professional experience in market assessments, labour market analysis, value chain development, livelihoods programming, private-sector development, enterprise development, or related areas.
• Demonstrated experience in conducting comprehensive market assessments using qualitative and quantitative research methods.
• Demonstrated experience conducting market systems development (MSD), Emergency Market Mapping and Analysis (EMMA), Participatory Market Chain Approach (, PMCA), Making Markets Work for the Poor (M4P), value-chain, labour-market, or green economy assessments within humanitarian, resilience, or displacement contexts.
• Proven experience in identifying and analysing climate-resilient and market-driven livelihood opportunities, including green businesses, climate-smart agriculture, renewable energy, waste management, recycling, or circular economy initiatives.
• Experience in market demand analysis, business viability assessment, employment potential analysis, value chain assessment, and identification of barriers to market entry.
• Experience in assessing skills gaps, vocational training needs, mentorship requirements, and enterprise development opportunities for vulnerable populations.
• Demonstrated experience in working with private-sector actors, financial service providers, cooperatives, vocational training institutions, business incubation actors, government authorities, and development partners.
• Experience in mapping financial and business support mechanisms, including microfinance institutions, savings groups, government financing programmes, and private investment opportunities.
• Experience in assessing waste management or waste-to-wealth initiatives, including the technical, commercial, and organizational feasibility of recycling or resource-recovery enterprises, is highly desirable.
• Experience in applying gender, protection, disability inclusion, and social inclusion considerations in market assessments or livelihoods programming.
• Previous experience working with displacement-affected populations, host communities, youth, and women is highly desirable.
• Experience working in Tanzania, particularly in Kigoma Region, or in a comparable humanitarian and development context, is an advantage.
• Previous experience working with IOM, United Nations agencies, international organizations, or donor-funded programmes is desirable.
