The consultancy aims to support the Government of Nepal- the National Planning Commission (NPC), under the M-GA a joint project by the United Nations and the World Bank. It brings different partners together to move faster toward two main goals: making sure everyone has access to social protection and creating decent, productive jobs. It focuses on practical action and collaboration to help countries strengthen social protection systems and support the most vulnerable population not only during times of crisis but also in regular development situations. Implementation of the integrated National Social Protection Framework is one component under the project to be implemented by UNICEF in collaboration with NPC. The consultant based in NPC will support the NPC in following tasks
•Prepare an individual workplan in consultation with NPC and UNICEF for the assignment period.
•Support NPC day to day functioning of social Protection related work
•Facilitate finalization of the SDG Roadmap on social protection and jobs
•Guide and work with consultant recruited for developing Action plan on the Integrated National Social Protection Framework.
•Coordinate and support NPC and the consultant recruited for developing a monitoring and evaluation Framework.
•prepare follow-up actions of the SSA Evaluation, coordinate with DONIDCR, organize workshops and prepare workshops reports
How can you make a difference?
As the Consultant is deployed in NPC the consultant will be focusing on major works related to social protection initiated under the leadership of NPC. However, overall scope should be as follows.
Review the integrated National Social Protection Framework and come up with ministry specific actions to be prioritize and guide the consultant in developing a practical and implementable action plan.
Coordinate with M$&E consultant in developing monitoring and evaluation plan of the Integrated National social protection Framework.
Facilitate and organize required consultations and workshop with relevant ministries and departments as needed
Support documentation of workshop findings, decisions and other discussions.
Minimum requirements
Experience working with Government or development agencies in relevant areas.
Skills in policy analysis, Experience in developing action plans and M&E framework
