TERMS OF REFERENCE
To strengthen information management, knowledge management, reporting and evidence use within the national RCCE pillar, UNICEF seeks to engage a Ugandan national Information and Knowledge Management Consultant to support coordination, monitoring, reporting, community insights management, and data-driven decision-making for Ebola preparedness and response activities.
Education
- Advanced university(Master’s degree) in one or more of the following:
Public Health
Epidemiology
Health Informatics
Information Management
Statistics
Monitoring and Evaluation
Knowledge Management
Data Science
Social and Behaviour Change (SBC)
Development Studies
Communications or related fields
Work Experience
• Minimum 7 years of relevant professional experience in information management, knowledge management, monitoring and evaluation, public health intelligence, emergency response or related fields.
• Demonstrated experience supporting public health emergency preparedness and response.
• Experience working with government institutions, UN agencies, NGOs or public health programmes.
• Proven experience in developing and managing dashboards and reporting systems.
• Experience analysing community feedback, social listening and behavioural data.
• Experience supporting outbreak preparedness and response programmes is highly desirable.
• Previous experience supporting Ebola, COVID-19, Mpox, Cholera or other outbreak responses will be an added advantage.

1. Understanding of the assignment - Understanding of the Ebola RCCE preparedness and response context; key RCCE information management challenges; understanding of community feedback, social listening and community intelligence systems; understanding of coordination and information needs of the RCCE Pillar
2. Proposed methodology and technical approach - Provide methodology for establishing and managing RCCE information management systems; approach for partner mapping and 4W matrix management; approach for community feedback and social listening data aggregation and analysis; dashboard development and data visualization approach; approach for integrating community intelligence into decision-making across response pillars; quality assurance and data quality management procedures.
3. Work plan and deliverables - Include detailed workplan aligned to TOR deliverables and timelines; key milestones and reporting schedule; proposed coordination mechanisms with MoH, UNICEF and partners.
4. Relevant experience and examples of similar assignments - Provide description of at least three similar assignments completed in the last five years; experience supporting public health emergencies and RCCE programmes; examples of dashboards, analytical reports, knowledge products or information management systems developed
5. Innovation and AI application plan - Describe proposed use of AI-supported tools for data analysis, reporting, trend detection and knowledge management; measures to ensure data quality, confidentiality, verification and compliance with MoH data protection requirements.
