Result of Service

Under the overall supervision of the Director, Infrastructure and Camp Improvement Programme, and in close coordination with relevant technical focal points, the Individual Consultant shall support the review, strengthening, and harmonization and development of ICIP’s information management systems, tools, datasets, and reporting workflows to improve data quality, standardization, analysis, and decision-support across Headquarters and Field Offices. Duty station: The consultant will work from ICID-UNRWA Headquarters, Amman, Jordan.

Expected duration

12 months The consultancy is equivalent to the P-3 level. The monthly remuneration shall be USD 8,057.67, inclusive.

Duties and Responsibilities

Strategic Support Review ICIP’s existing information management systems, tools, datasets, and reporting workflows, and prepare an assessment with practical recommendations to strengthen standardization, interoperability, reporting quality, and decision-support across Headquarters and Field Offices.

Support the harmonization of information management tools, reporting templates, datasets, and coordination arrangements across ICIP functions to improve consistency, reduce duplication, and enhance the usability of data for planning, monitoring, and oversight.

Contribute to the development of UNRWA's geo-spatial portal/solution by providing structured feedback and technical review inputs on proposed solutions, in coordination with relevant focal points (especially camp planning team), to support alignment with operational requirements and information management standards. Technical and Analytical Support Support the review and improvement of ICIP data structures, reporting tools, and analytical workflows to enhance data quality, consistency, and usability across reporting, project monitoring, and programme oversight functions.

Provide technical support for the development and refinement of information products, including dashboards, maps, reporting templates, indicators, and analytical outputs, to meet ICIP operational and management requirements.

Support FMIS-related reporting from Field Offices and the tracking of projects across different implementation stages, including the consolidation, validation, and analysis of data to improve monitoring and reporting.

Contribute analytical inputs for assessments, situational analyses, planning processes, and periodic reporting, including comparative analysis across fields and programmes where required.

Promote the application of relevant data standards, documentation practices, and quality assurance measures to strengthen the reliability and practical use of ICIP information products. Coordination and User Support Coordinate with Headquarters departments, Field Offices, and relevant technical focal points to strengthen reporting flows, clarify information management roles and responsibilities, and support the timely production of fit-for-purpose information products.

Work closely with ICID team, at HQs and Fields, to support the day-to-day implementation of information management and reporting requirements and deliverables. Provide user-oriented technical support to facilitate the effective use of reporting tools, templates, dashboards, and related information products by ICIP staff and focal points. Support the preparation of tailored information products, summaries, and analytical inputs for management, technical teams, and other internal stakeholders, as required.

Contribute to the documentation of workflows, guidance notes, and practical procedures to support continuity, consistency, and improved use of information management tools and processes. Provide on-the-job guidance to relevant staff and counterparts to strengthen understanding and consistent application of agreed information management practices. Other Related Duties Perform other related duties, as required, in support of ICID’s information management and data ecosystem.

Qualifications/special skills

Education: An advanced university degree (Master’s degree or equivalent) in information management, statistics, data science, computer science, GIS, engineering or another relevant field is required. A minimum of five

(5) years of progressively responsible experience in data management, data analysis, information technology, GIS, data collection, administration, or a related field is required. Candidates are required to have a minimum of two

(2) continuous years of relevant international experience outside UNRWA and outside the country(ies) of their nationality or citizenship. Knowledge of responsible data practices, including data protection and appropriate data-sharing, is required. Demonstrated experience in developing dashboards, reporting tools, or other information products for programme or operational use is required. Demonstrated ability to coordinate with multiple stakeholders and present technical information clearly to non-technical audiences is required.

Languages

Language: Excellent command of written and spoken English is required. Knowledge of Arabic is desirable.

Additional Information

Desirable Experience and Qualifications Familiarity with the Middle East context is desirable. Experience in data management within a humanitarian context is desirable. Competencies Strong analytical and statistical skills (quantitative and qualitative). Expertise in GIS (especially ArcGIS), data visualization, and survey methodologies. Knowledge of international data standards and data protection principles. Ability to coordinate across multiple stakeholders and agencies. Strong planning and organizational skills, with the ability to deliver accurate outputs within agreed timelines. Ability to translate technical analysis into concise and decision-useful outputs for management. Excellent communication and capacity-building skills.
