Project Context and Scope
The International Organization for Migration (IOM), through its Displacement Tracking Matrix (DTM), collects, analyses and disseminates data on population mobility, displacement, returns and the needs and vulnerabilities of mobile and displacement-affected populations. In Burundi, DTM supports evidence-based planning and response in a context marked by the return and reintegration of Burundian returnees, displacement and population vulnerability associated with climate-related hazards, including through the RE2CLID initiative, as well as cross-border mobility and public health risks, including preparedness for Ebola Virus Disease (EVD).
To ensure the continuity and quality of these activities, IOM seeks to recruit two consultants for a period of six months to strengthen DTM's information management and data analysis capacity. Under the direct supervision of the DTM Programme Officer and the overall supervision of the Chief of Mission, the consultants will support data collection and field monitoring, data quality assurance, data management and processing, statistical and spatial analysis, visualization, reporting and the production of DTM information products.
The consultants will support the overall DTM portfolio, with their respective positions primarily funded under the Regional Responses to Climate Displacement in Sub-Saharan Africa (RE2CLID) project and PRM-funded interventions. Both consultants will contribute to DTM activities based on operational needs and in line with the objectives and requirements of the respective projects.
Funded by the European Union and implemented by IOM, RE2CLID aims to strengthen the resilience and self-reliance of displacement-affected communities facing disaster risks, the adverse effects of climate change and environmental degradation. The initiative targets the highly vulnerable Lake Tanganyika Basin across Burundi, the Democratic Republic of the Congo and the United Republic of Tanzania under Cluster 1. The consultancy will contribute to relevant activities under RE2CLID Specific Objectives 1 and 3, particularly by strengthening disaster risk forecasting and governance systems and conducting area-based, multisectoral assessments to inform durable solutions.
PRM-funded interventions support DTM activities related to population mobility, including the monitoring and analysis of cross-border movements, returns and other mobility dynamics. The consultants will contribute to these activities through data collection, information management, analysis and reporting, according to operational needs.

Projects: Regional Responses to Climate Displacement in Sub-Saharan Africa (RE2CLID) and PRM-funded DTM interventions.
The Consultant will work under the direct supervision of the DTM Programme Officer and the overall supervision of the Chief of Mission, IOM Burundi.
Tasks to be performed under this contract
During the six-month consultancy, the Consultant will:a) Support the preparation and implementation of DTM surveys and other data collection activities, including the development and testing of data collection tools;b) Monitor field data collection activities and provide technical support to enumerators and supervisors;c) Conduct data cleaning, validation and quality control and follow up on identified data inconsistencies with field teams;d) Manage, update and maintain DTM databases and datasets;e) Process and analyse DTM data and identify key trends, patterns and findings related to population mobility, displacement, returns, disaster risks and other relevant areas of work;f) Prepare analytical outputs, including statistical summaries, reports, factsheets, presentations and other information products;g) Develop and update dashboards, data visualizations, thematic maps and other GIS products;
h) Support the training of IOM staff, enumerators and partners on data collection tools, data quality and information management procedures;
i) Respond to data and information requests and support the preparation and dissemination of DTM information products in accordance with established data-sharing and data protection procedures;
j) Provide user support, guidelines, training materials and technical support to programme staff and implementing partners on the deployment, use and maintenance of data collection systems;
k) Ensure compliance with IOM Data Protection Principles in the collection, management, analysis and dissemination of data; and
l) Perform any other related duties as assigned.
Performance indicators for the evaluation of results
- The Consultant's performance will be assessed based on:Timely and accurate completion of assigned data management and analysis tasks;Quality, completeness and consistency of DTM datasets;Timely identification and resolution of data quality issues;Quality and timeliness of analytical reports, dashboards, maps and other information products;Effective monitoring and technical support provided to data collection teams;Proper maintenance and documentation of DTM databases and datasets;Responsiveness to information and data requests;Effective collaboration with DTM colleagues, field teams and relevant partners;Compliance with IOM data protection and information management procedures.
Education
- University degree in Information Management, Statistics, Data Science, Computer Science, Geographic Information Systems (GIS), Geomatics, Geography, Demography, Economics with a strong quantitative component, or another relevant field.
Experience
- At least three years of relevant professional experience in information management, data management, statistics, GIS, monitoring and evaluation, research, assessments or related fields;
- Experience in data cleaning, validation, quality control and analysis of quantitative datasets;
- Demonstrated experience in managing and analysing quantitative datasets;
- Experience designing and managing digital data collection tools using KoboToolbox, ODK or similar platforms;
Skills
- Good practical knowledge of Microsoft Excel for data processing and analysis;
- Experience in producing analytical outputs such as statistical summaries, reports, dashboards, maps or other information products;
- Experience with Power BI or GIS software (ArcGIS/QGIS) is highly desirable. Candidates are not required to have advanced proficiency in both;
- Knowledge of SQL, Python, R or other data-processing and statistical tools is an advantage;
- Previous experience with IOM DTM, humanitarian assessments, population mobility, displacement or migration data would be a strong advantage.
Languages
For this consultancy, fluency in French and English are required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
