Organizational Context and Scope
Under the overall supervision of the Senior Emergency Coordinator and the direct supervision of the Shelter, Land and Site Coordination (SLSC) Sector Coordinator in Haiti, the Information Management Officer - Shelter, Land and Site Coordination (SLSC) Sector will be responsible for coordinating the implementation of information management functions that support the SLSC Sector Coordinator’s strategic leadership and operational coordination of the SLSC Sector at national and sub-national levels. The role will provide timely, accurate and protection-sensitive data, analysis and information products to inform evidence-based planning, partner coordination, response monitoring, advocacy, accountability and decision-making across the three core functions of the newly merged cluster: shelter, housing, land and property, and settlements/site coordination. In a context marked by recurrent natural hazards, displacement, urban violence, tenure insecurity and constrained access to basic services, the incumbent will strengthen cluster-wide information systems, partner reporting, needs and gap analysis, response tracking and inter-cluster information sharing, supporting a coherent, area-based and protection-centred response aligned with national coordination structures, humanitarian partners, local authorities and affected communities.
Provide technical guidance and contribute substantially to the design, implementation and continuous improvement of the SLSC Sector information management strategy, systems and workflows in Haiti, ensuring alignment with the sector’s shelter, land and site coordination mandate and with inter-agency coordination requirements.
Support the SLSC Sector Coordinator by producing and maintaining analysis on needs, gaps, partner presence, response coverage, access constraints, site conditions, shelter and settlement priorities, and emerging risks affecting displaced and crisis-affected populations.
- Develop, harmonize and maintain SLSC partner reporting tools, databases, dashboards, 3W/4W matrices, mapping platforms and information-sharing mechanisms to support coordinated planning, prioritization, monitoring and reporting at national and sub-national levels.
- Coordinate the collection, consolidation, cleaning, validation, analysis and visualization of SLSC data received from partners, assessments, field coordination structures and other relevant sources, ensuring data quality, consistency, confidentiality and responsible data use.
- Prepare and disseminate high-quality SLSC information products, including situation snapshots, operational dashboards, gap analyses, maps, partner presence updates, response monitoring reports, briefing notes and inputs for Humanitarian Programme Cycle processes, inter-cluster coordination and donor reporting.
- Support the development and monitoring of SLSC Sector response plans, priorities, indicators and targets by providing timely information management inputs for needs analysis, strategic planning, operational prioritization, advocacy and resource mobilization.
- Contribute to SLSC assessments and analysis by supporting the design of methodologies, tools, sampling approaches, data collection plans and analytical frameworks that capture shelter, land, site coordination, displacement, access and settlement-related needs and response gaps.
- Represent the SLSC Sector in inter-agency information management forums, including the Inter-Cluster Information Management Working Group, and liaise with OCHA, government counterparts, operational partners, other clusters and IOM units to ensure coherent information standards, analysis and reporting.
- Provide technical guidance, supervision and capacity strengthening to SLSC information management staff, sub-national focal points and partners on reporting requirements, data standards, information management workflows, GIS, analysis and the use of shared platforms and products.
- Promote the systematic use of GIS, spatial analysis and area-based information to inform site mapping, shelter and settlement prioritization, partner coverage, service accessibility, land-related constraints and geographic targeting of the SLSC response.
Contribute to ensuring that SLSC information management products and processes are protection-sensitive, inclusive and accessible, and that they support accountability to affected populations, principled humanitarian action and coordinated decision-making across the response.
- Identify information gaps, data quality issues and analytical priorities affecting the SLSC response in Haiti, and propose practical solutions, including improved tools, partner guidance, analytical products, assessment approaches and capacity-building measures.

Education
- Master’s degree or equivalent or higher in Information Management, Computer Science, Media or Social Sciences, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
Experience
- Experience in humanitarian information management, including the management of information flows, partner reporting, data collection, cleaning, validation, analysis, visualization and production of information products for coordination and decision-making;
- Experience in emergency and recovery humanitarian operations and familiarity with the humanitarian cluster or sector system, preferably including shelter, settlements, site coordination, camp coordination and camp management, housing, land and property, or displacement-related programming;
- Experience developing and maintaining databases, dashboards, GIS products, 3W/4W matrices, response monitoring tools and analytical outputs for humanitarian coordination;
- Experience supporting inter-agency coordination processes, including engagement with clusters or sectors, government counterparts, OCHA, operational partners and technical working groups;
- Experience in advanced data visualization, information design, GIS and production of clear analytical products for strategic and operational audiences;
- Prior work experience with IOM, the UN system, sector system or cluster coordination mechanisms in particular CCCM and/or Shelter/NFI, or the Haiti humanitarian response is an advantage;
Skills
- Demonstrated understanding of assessment methodologies, needs analysis, response monitoring, indicator tracking and data collection approaches in complex humanitarian settings;
- Demonstrated qualitative and quantitative analysis skills, with the ability to translate complex operational data into clear, actionable information products for SLSC coordination and decision-making;
- Ability to translate SLSC coordination priorities, assessment needs and response monitoring requirements into practical data collection tools, databases, dashboards, maps and analytical briefs;
- Ability to formulate information management standards, partner reporting guidance, standard operating procedures and data quality assurance processes in an inter-agency environment;
- Advanced skills in data visualization, GIS, spatial analysis, information design and presentation of evidence for strategic planning, advocacy and operational coordination;
- Ability to work collaboratively with government counterparts, OCHA, clusters, sectors, SLSC partners and IOM teams, supporting consensus-based coordination and shared analysis; and,
Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) and/or Haitian Creole is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
