Project Context and Scope
The IOM and UNHCR missions in Armenia are implementing the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia”. This two-and-a-half-year project is co-funded by the European Union (EU) and aims to contribute to more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the areas of migration, asylum, and human rights. Specifically, it will support the enhancement of asylum and migration governance in Armenia to foster well-managed and secure cross-border mobility and continue strengthening migration and asylum systems in Armenia.
Since 2025, IOM has been supporting the Government of Armenia in the development of a comprehensive Migration and Asylum Strategy aimed at strengthening migration governance and ensuring a coordinated, evidence-based, and strategic approach to migration management. To this end, IOM has engaged a consultancy company to lead the drafting process of the strategy. This company drafted various reports and drafted in September 2026 the first comprehensive draft of the Migration and Asylum Strategy. The consultant will provide technical guidance to both IOM, the consultancy company responsible for drafting the strategy and the Government in the next steps to aim at finalising the strategy by the end of 2026. The consultant will advise on the overall structure and strategic framework of the document, ensuring its coherence and alignment with relevant EU acquis, international standards, and good practices in migration governance. The consultant is also expected to support consultations to ensure feedback is incorporated from the various internal and external stakeholders which will be convene from Armenia and abroad.

Tasks to be performed under this contract
Education
- Masters degree in international relations, law, security, migration, social studies or related subject matter.
Experience
- At least 5 years of relevant professional experience related to migration;
- Proven experience in reviewing and interpreting regulatory frameworks following EU acquis;
- Experience in working with public administration and governmental institutions;
- Familiarity with international standards related to migration;
- Experience in working with international organizations will be considered an advantage;
- Ability to provide clear guidance and recommendations.
Languages
For this consultancy, fluency in English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
