Result of Service
The consultant will design and deliver training activities on cybercrime investigation, prosecution and adjudication, digital evidence management and prevention of cybercrime. He/she will organize and arrange all aspects related to the virtual or in-person modality of the training (with the appropriate support of the UNODC regional office for West Africa and UNODC regional office for East Africa); design training agendas/curricula; design pre- and post-tests for each training delivered and draft a report of each activity.

Duties and Responsibilities
The UNODC is mandated to assist Member States in the fight against cyber-related crimes through capacity-building and technical assistance. Investigators are challenged by the high speed of data exchange, the involvement of multiple information and communications technologies service providers and the lack of pace of traditional law enforcement and investigative capabilities with this ever-evolving globalized crime.
The transnational nature of cybercrime, the involvement of organized crime groups, the exploitation of the darknet, crypto markets, cryptocurrencies and local, national and international governance challenges make addressing and disrupting cybercrime a high priority for the safety of citizens across the world.
In Africa, the Global Programme on Cybercrime focuses on specialized knowledge areas, including cybercrime investigation, prosecutions and adjudication, awareness-raising activities and cybercrime prevention methodologies, with a special focus on online child sexual exploitation and abuse. These activities are implemented through various outputs and activities, including technical advice, mentoring, capacity-building through training activities, facilitation of national coordination and prevention activities.
The role of the consultant is to provide expertise in cybercrime investigation and prosecutions to support capacity-building, mentoring and policy activities of the Global Programme on Cybercrime in Africa.
Qualifications/special skills
An advanced university degree (Masters or equivalent) in computer science, telecom network, digital forensics, information technology, programming, cybersecurity, network security or similar subject is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 5 (five) years of relevant professional experience in leading cybercrime investigation, including the exploitation of digital evidence and/or technical expertise in evaluation of electronic devices is required.
Experience in providing training to law-enforcement agencies and criminal justice authorities on cybercrime investigations is required.
Experience in interacting with governmental agencies is desirable.
Work experience in Africa is desirable.
Any relevant certification (i.e. cybercrime investigation, digital forensics, crypto assets investigation) is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, oral and written fluency in French is required. Knowledge of another UN language is an advantage.
