TERMS OF REFERENCE
The consultant will guide the Ministry of Education in defining the steps required to introduce Assistive Technology into Albania's education system as a practical and scalable solution for inclusive learning. The assignment includes: reviewing the Albanian education policy and legal framework and relevant international, EU and regional practice; consulting UNICEF, the Ministry of Education, the Agency of Assurance of Quality in Pre-University Education, other ministries, schools, teachers, students, parents, local education offices, NGOs and other relevant stakeholders; developing a roadmap with concrete steps and institutional arrangements for embedding AT in the education system; proposing practical models for Assistive Technology Labs; and preparing a costing framework to support planning, budgeting and future scale-up.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children’s data, a safeguarding response role, or an assessed risk role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.
