International EMIS Development Specialist

How can you make a difference?
The consultant will review existing EMIS documentation, benchmark international good practices and emerging technologies, including responsible use of AI, and support stakeholder consultations. The consultant will translate identified needs into functional, technical, data, interoperability, security and implementation requirements, including student-centred functionalities such as early warning, child protection and student well-being.
The consultant will lead the development of the requirements architecture, prioritisation and traceability matrix and prepare the final stakeholder-validated, procurement-ready ToR package.

Minimum requirements:
Work Experience
- Minimum of 10 years of relevant professional experience in:
- Relevant experience and demonstrated leadership in at least two comparable national EMIS modernization, replacement, or design assignments, including experience in leading complex education information system transformation processes. Education sector data systems design, implementation, or evaluation
- Digital transformation in the public sector or education systems
Proven experience in:
- System architecture design and business process analysis
- Data governance, data quality, and interoperability frameworks
- Development of functional requirements for information systems
- Experience working with governments, international organizations, or large donor-funded education reform projects
- Prior experience in transition economies or similar contexts is an asset
Language Requirements
Fluency in English (written and spoken) is required
Knowledge/Expertise/Skills
- Strong understanding of EMIS architecture and education data systems
- Experience with interoperability between government databases and platforms
- Knowledge of data protection, privacy, and education sector data standards
- Ability to translate technical analysis into policy and implementation roadmaps
- Experience facilitating multi-stakeholder consultations and validation workshops
Desirables
- Experience specifically in EMIS modernization, redesign, or national-scale upgrades in low- or middle-income countries
- Experience working on education data systems linked to digital learning platforms, LMS, or integrated government data systems
- Prior engagement with UN agencies (UNICEF, UNESCO), World Bank, EU, or similar development partners
- Experience in Kosovo, Western Balkans, or comparable reform contexts
- Knowledge of interoperability frameworks in government systems (e.g., civil registry, teacher registry, finance systems)
- Familiarity with modern data architecture approaches (e.g., data warehouses, dashboards, cloud-based systems)
