Duties and Responsibilities
The Section 23 RRF project seeks to support CSS countries in promoting and attracting FDI. The DA16 project seeks to enhance the capacity of selected countries in Asia and the Pacific to mobilize sustainable finance and foreign direct investment, strengthen capacities for developing green project pipelines, and ensure public debt sustainability. The LIFT 4 Laos project is a 30-month initiative (June 2025-December 2027) that seeks to strengthen investment promotion capabilities in the Lao PDR.
Implemented by ESCAP in partnership with the Lao Investment Promotion Office (IPO) and financed by the Government of Australia through DFAT, the project provides embedded expertise, capacity-building, investment promotion tools, strategic outreach, peer learning, and monitoring to strengthen investment promotion capabilities and support sustainable investment nationwide. This TOR is for a contractor to support the implementation and delivery of three initiatives focused on promoting and attracting FDI in Asia and the Pacific.
Under the overall guidance and supervision of the Economic Affairs Officer, Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division, the responsibilities are:
The contractor will develop a draft and final version of regulatory framework mapping on smart grid developments.
The contractor will deliver one blog and one webinar on green investment opportunities in ASEAN as well as a webinar on green investment opportunities and pipelines in ASEAN.
The contractor will provide capacity building to Pacific SIDs on attracting FDI into green project pipelines.
The contractor will develop all the promotional material, value propositions, pitch decks, investment scorecards, for Lao’s IPO in their 5 priority sectors identified in their 5-year investment attraction strategy.
Qualifications/special skills
Master’s degree in economics, business administration or a related field. - 3 years of experience in foreign direct investment promotion and attraction with IPAs in Asia and the Pacific.
Experience in working with the United Nations, and specifically with the United Nations Secretariat. Please indicate whether you have worked with the United Nations and provide the daily rate you expect to charge.
Direct experience drafting and advising IPAs in Asia and the Pacific on promotional material development.
Experience in developing policy briefs, case studies and knowledge products on foreign direct investment promotion and attraction.
Experience working on foreign direct investment related projects in the ASEAN region and/or Pacific.
Experience in providing logistical and outreach support for meetings or forums.
Languages
Good spoken communication skills in English are required.
