Project Context and Scope

The consultancy is implemented within the Joint Programme “Strengthening Migration Governance and Asylum Systems in Serbia: Enhancing Policies, Protecting Rights” jointly implemented by the International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR), in partnership with the Commissariat for Refugees and Migration of the Republic of Serbia (SCRM). The programme is funded by the Government of Switzerland through the State Secretariat for Migration (SEM) and aims to strengthen migration governance, asylum systems, evidence-based policy development, and the protection of the rights of migrants, refugees, asylum seekers and other vulnerable groups in Serbia.

As part of Outcome 2 of the Programme, which focuses on strengthening migration governance, policy development and Serbia’s participation in the European Migration Network (EMN), KIRS intends to establish a modern bilingual (Serbian and English) web presentation for EMN Serbia. The website will serve as the central platform for publishing EMN news, publications, events, migration-related information, reports and other relevant content, while also supporting visibility, knowledge sharing, public information and cooperation with national and international stakeholders.

The selected company will be responsible for the design, development, testing, deployment and handover of the EMN Serbia website, including the establishment of a content management system (CMS), responsive design for desktop and mobile devices, accessibility compliance, multilingual functionality, content migration and entry, user training, technical documentation and warranty support. The website shall provide a sustainable and user-friendly solution enabling KIRS to independently manage and update content in accordance with EMN operational requirements and applicable international standards. Based on the agreed functional requirements, the contractor will also provide the necessary technical specifications and implementation solutions required for successful delivery and long-term maintenance of the platform

Tasks to be performed under this contract

Education

University degree in Information Technology, Computer Science, Software Engineering, Web Development, Information Systems, or a related field from an accredited academic institution.
Relevant professional certifications in web development, CMS administration, UX/UI design, accessibility, cybersecurity, or project management would be an advantage.

Experience

At least three years of relevant professional experience in web design, web development, CMS implementation, technical specification preparation, or IT consultancy.
Demonstrated experience in preparing functional and technical specifications, requirements documentation, wireframes, sitemaps, and procurement-related technical documentation.
Proven experience in designing or implementing bilingual or multilingual websites, preferably for public institutions, international organizations, or donor-funded projects.
Experience with content management systems, responsive web design, accessibility standards, web security, SEO, analytics, testing, deployment, documentation, and user training.
Previous experience working with government institutions, international organizations, or migration/governance-related projects would be considered an asset

Skills

Strong analytical skills and ability to translate institutional needs into clear functional and technical requirements.
Excellent knowledge of modern web technologies, CMS platforms, responsive design principles, accessibility standards, and web security good practices.
Ability to prepare clear, structured and actionable technical documentation suitable for procurement and implementation purposes.
Strong communication and coordination skills, including the ability to consult with technical and non-technical stakeholders.
Ability to deliver high-quality outputs within agreed timelines and incorporate feedback from multiple stakeholders

Languages

For this consultancy, excellent command of English and Serbian, both written and spoken.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
