UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.
UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.
TERMS OF REFERENCE OR WORK ASSIGNMENT
The ECCD Curriculum consultant will facilitate the analysis and review of existing early learning curricula, harmonize/consolidate them, and assess how they are being implemented. The results of this analysis and review will be critical in facilitating the development of a relevant and contextualized ECCD curriculum that includes climate and environment/nature education.
Tasks
The primary work of the consultant is to be the curriculum expert in ECCD, supporting the holistic early childhood development (ECD) programming in UNICEF Mindanao Field Office and government counterparts. The consultant is focused on helping UNICEF to achieve milestones that contribute to ECCD programme in BARMM.
Specifically, the following are the tasks expected to be delivered by the consultant:
Task 1: Prepare inception report
Deliverable:
- Inception report approved by the Bangsamoro ECCD TWG
Task 2: Assess, review, and harmonize/consolidate all the existing early learning curriculum e.g. National Early Learning Curriculum, Tahderiyyah Curriculum for the 3-4yo children (unpublished), supervised neighborhood playgroup (SNP) curriculum, etc.to specifically determine what works, best practices, bottlenecks, and how they are being implemented, with recommendations for enhancement and alignment with the PELDS.
Deliverable:
- Existing ECCD curriculum reviewed and presented to the Bangsamoro ECCD TWG Research/ECCD Situation analysis design
Task 3: Facilitate a curriculum consultation and writeshop with the experienced Bangsamoro ECCD Curriculum Writers from across the region;
Deliverables:
- Training workshop design
- Actual conduct/facilitation of the curriculum consultation and writeshop
- Documentation of the consultation workshop/writeshop

Skills and Desirables
Expert on ECCD/ECD/ECE. Skilled on coordination and consultation with government, civil society organizations and local and international non-government organizations. Expert on ECCD Curriculum development, review and implementation. With very strong analytical and writing skills.
Actual experience on curriculum review and development for ECCD in any UN agencies or other organization/office. Familiarity on context of BARMM.
Previous engagement with Philippine and BARMM ECCD Curriculum work (an advantage).

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
