Project Context and Scope
To support durable solutions addressing the pressing needs of displacement-affected communities in Armenia, the two-year Empowering Livelihoods and Economic Vitality in Fragile and Conflict Zones (ELEVATE) project was launched in October 2024. Funded by the Korea International Cooperation Agency (KOICA) and implemented by the International Organization for Migration (IOM) in Armenia and Lebanon, the ELEVATE project seeks to integrate refugees and marginalized groups into Armenia's economic fabric, fostering resilience and aiming to achieve the following objectives:
- Objective 1: Economic Resilience of Displacement-affected Communities: Enhance local economies, facilitate access to short-term and sustainable livelihoods, and strengthen local economic infrastructure in displacement-affected communities and areas experiencing strong out-migration pressure.
- Objective 2: Empowerment of Marginalized Groups: Promote social and economic integration of marginalized groups, with a focus on conflict sensitivity to mitigate negative coping strategies and address drivers of instability.
Under Outcome 2: Vulnerable individuals have increased income-generation capacity, IOM will organize practical financial inclusion and financial capability trainings focused on household budgeting, personal financial planning, savings practices, responsible financial decision-making and awareness of available financial services and products.
The trainings will target displaced persons from Karabakh and local vulnerable community members residing in selected ELEVATE communities in Shirak, Lori, Tavush and Gegharkunik marzes. Training materials will build upon existing financial literacy and financial inclusion resources developed by the Central Bank of Armenia and other relevant institutions, while being adapted to the specific realities, needs and challenges faced by displacement-affected households.
The consultant will be responsible for adapting training materials and delivering practical, participatory training sessions.

Tasks to be performed under this contract
Submission of Adapted Training Curriculum, Facilitator Guide, handouts, Budgeting and Financial Planning Worksheets; Training Agenda and Methodology. All materials reviewed and approved by IOM.
Completion of 12 training sessions and submission of final training report, including attendance records, consolidated evaluation of pre-post knowledge tests, participant statistics and feedback analysis, final training package incorporating lessons learned and recommendations reviewed and approved by IOM.
Performance indicators for the evaluation of results
- Quality and practical applicability of adapted training materials.
- Successful delivery of 12 training sessions according to agreed schedule.
- Participant satisfaction and positive feedback from training evaluations.
- Quality of facilitation and participant engagement.
- Timeliness of deliverables and reporting.
- Quality of final report and recommendations.
Education
- Completed university degree in Finance, Economics, Business Administration, Financial Education, Social Sciences, Adult Education or another relevant field.
Experience
- Minimum three years of professional experience in financial literacy, financial inclusion, household finance, consumer financial education or related fields.
- Demonstrated experience designing and delivering training programmes for adults.
- Experience working with vulnerable populations, refugees, displaced persons or livelihood programmes is highly desirable.
- Experience collaborating with public institutions, financial institutions, development agencies or international organizations.
- Proven experience adapting educational content and developing training materials.
- Experience in participatory facilitation and adult-learning methodologies.
Skills
- Strong understanding of personal finance, budgeting and financial inclusion concepts.
- Excellent training, facilitation and presentation skills.
- Strong communication and interpersonal skills.
- Ability to explain complex financial concepts in a simple and practical manner.
- Strong organizational and reporting skills.
- Advanced computer literacy, including Microsoft Office applications.
Languages
For this consultancy, fluency in Armenian is required (oral and written). Working knowledge of English is required. Working knowledge of Russian is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel Required
Yes. Travel to selected communities in Shirak, Lori, Tavush and Gegharkunik marzes will be required.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
