Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Organizational Context and Scope
On 26 August 2026, a sudden and destructive flood and debris flow affected communities along the river systems in central Nepal, causing extensive loss of life, displacement and damage to homes and critical infrastructure. The disaster severely affected settlements in Rasuwa, Nuwakot, Dhading and other downstream districts, while damage to roads and communications continues to constrain access to some affected areas. As of 4 September 2026, the National Disaster Risk Reduction and Management Authority (NDRRMA) reports that 1,294 bodies have been recovered, 5,053 people remain missing, and 301 people have been injured. A total of 13,095 people have been rescued. An estimated 352,000 people, across 17 municipalities in six districts, have been affected by the flood.
Under the guidance from Chief of Mission and the overall supervision of the Head of Resources Management and direct supervision of National Procurement Logistics Officer and Security FP, the incumbent will be responsible for providing logistic support in implementation and monitoring of procurement and logistics related activities required by the Project.
- Provide logistics support for IOM Nepal’s flood and emergency response operations, in accordance with applicable IOM rules, procedures, internal controls and donor requirements.
- Liaise with relevant government authorities, customs offices, the Ministry of Foreign Affairs, the National Disaster Risk Reduction and Management Authority, freight forwarders, transporters and other stakeholders to facilitate customs clearance and timely release of relief consignments.
- Prepare, compile, verify and follow up on customs-clearance, duty- and tax-exemption, shipping and cargo documentation, including invoices, packing lists, certificates, permits, airway bills or bills of lading, and maintain complete records.
- Coordinate the receipt, inspection, offloading, storage, handling and dispatch of incoming and outgoing relief items, supplies and equipment, and promptly report shortages, damage, loss or discrepancies for follow-up.
- Maintain accurate warehouse and goods-inventory records for the flood response, including stock receipts, bin or stock cards, issue records, waybills, delivery notes, stock balances, item location and supporting documentation in relevant IOM systems and files.
- Support regular physical inventory counts and reconciliation of warehouse stocks; investigate and document variances, monitor shelf life and condition, and apply appropriate stock-rotation and loss-prevention measures.
- Plan and coordinate cargo transport and last-mile delivery by road, air or other appropriate modes, including route and load planning, vehicle or transporter arrangements, shipment tracking, delivery schedules and confirmation of receipt at final destinations.
- Coordinate with programme teams, field offices, implementing partners, government counterparts and receiving locations to confirm distribution plans, storage capacity, access arrangements and readiness to receive relief items.
- Prepare donation and handover documentation, including itemized lists, handover or transfer certificates, goods issue records, acknowledgement receipts and other required supporting documents, and facilitate authorized handover ceremonies or events where applicable.
- Support safe, orderly and accountable distribution of relief items, ensuring that quantities dispatched and delivered are properly verified, acknowledged and reconciled against approved distribution and allocation plans.
- Monitor logistics service providers and transport movements against agreed requirements, report delays or non-conformities, support follow-up on cargo insurance or claims where applicable, and contribute to timely resolution of operational issues.
- Prepare and maintain logistics updates, shipment trackers, inventory reports, distribution and handover records, and provide accurate information for operational reporting, management review, donor reporting and audit requirements.
- Undertake any other duties that may be assigned by the supervisor from time to time which are commensurate to the position.
Education
- Bachelor’s degree in business management, marketing, accounting or a related field from accredited Institution with 2 years of experience, OR
- Secondary Education in above field from accredited Institution with 4 years of experience.
Experience
- Experience in handling logistics operations, warehouse and inventory management, customs clearance, cargo transportation, and distribution of goods.
- Knowledge of UN/IOM logistics, supply chain, warehouse management, customs clearance, and emergency response procedures will be an advantage
Skills
- High level of computer literacy.
Effective communication and negotiation skills.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Nepali is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
