This position is located in the Enterprise Risk Management Section of the Accountability Service in the Business Transformation and Accountability Division (BTA) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Management and Programme Analyst reports to the Senior Management and Programme Analyst (Senior Programme Officer), P-5. The focus of this job is the implementation of enterprise risk management across the global Secretariat, with a strong focus on supporting digital risk management solutions, including the Umoja Risk Management module and the analysis of data and information at the entity and Secretariat-wide level. Responsibilities
Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:
Participates in the development, implementation, evaluation, and monitoring of assigned programmes/projects related to the implementation of the enterprise risk management (ERM) framework at the Secretariat-wide and entity level, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions, including through ERP-based risk management tools and system-generated data.
Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
Researches, analyzes and presents information gathered from diverse sources.
Assists in enterprise risk management policy development, including the review and analysis of best practices.
Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
Prepares various written outputs, e.g. enterprise risk management draft background papers, analysis, sections of reports and studies, mission summaries and inputs to publications, etc.
Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
Undertakes outreach activities; conducts enterprise risk management training workshops, seminars, etc.; makes presentations on assigned topics/activities, including on Umoja Risk Management and related tools.
Supports activities to define a comprehensive enterprise risk management framework across the Secretariat to identify, assess, manage and monitor risks and internal controls.
Supports the development and maintenance of the methodology and practices related to the implementation of enterprise risk management, including the Umoja Risk Management module; supports the enterprise risk management focal points formally appointed in every department and office of the global Secretariat, including in developing and maintaining risk registers and treatment plans.
Participates in missions, including provision of guidance to external consultants, and other parties and drafting mission summaries, etc, as applicable.
Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, management or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in enterprise risk management, project or programme management, administration or related area is required. Experience in applying enterprise risk management frameworks in conjunction with system-based tools, including ERP (e.g. SAP/Umoja) or similar platforms, is required. Experience in data analysis and reporting, including the use of dashboards, as well as supporting user adoption, training or knowledge management tools (e.g. SharePoint), is required. Two years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Appointment against this post is open for an initial period of one year. This post is financed by the Support Account for Peacekeeping Operations. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
