Organizational Context and Scope
The International Organization for Migration (IOM) is the leading intergovernmental organization working in the field of migration and supports governments and partners in advancing safe, orderly, and regular migration. In Malaysia, IOM works closely with government counterparts, United Nations agencies, civil society organizations, and other stakeholders across a broad range of thematic areas, including immigration and border governance, migrant protection, counter-trafficking, labour migration, assisted voluntary return and reintegration, emergency response, migration health, and migration policy and research. IOM Malaysia also engages in regional initiatives and supports evidence-based migration governance through data collection, analysis, reporting, and information-sharing activities.
As migration dynamics become increasingly complex and data-driven decision-making becomes more critical to programming and policy development, IOM Malaysia is strengthening its capacity to collect, manage, analyse, visualise, and use migration and displacement data across its portfolio. This includes primary data collection through surveys, key informant interviews, assessments, mobility tracking, monitoring activities, and research initiatives, as well as secondary data and operational data generated through assistance programmes and case management systems. The mission also develops analytical products, dashboards, reports, infographics, and other information products to support programme implementation, donor reporting, strategic planning, and engagement with partners and stakeholders.
Under the overall supervision of the Chief of Mission, and in close coordination with programme units, the Regional Office (RO) in Bangkok, the IOM Regional Data Hub, and relevant Headquarters departments, the Migration Data and Information Management Officer will contribute to strengthening mission-wide migration data and information management functions. The Migration Data and Information Management Officer will support the design and implementation of primary data collection methodologies, data quality assurance and standardization procedures, reporting frameworks, analytical products, dashboards, and information management systems across programmes and thematic areas. The Officer will contribute to strengthening data governance, promoting evidence-based programming, improving reporting quality, and enhancing the use of migration and displacement data for operational decision-making, strategic planning, donor engagement, and policy dialogue.
The position will also provide technical guidance and capacity-building support to programme teams and partners in data collection, data quality assurance, data visualization, analysis, and reporting. The Migration Data and Information Management Officer will contribute to the production of migration and displacement assessments, analytical reports, statistical summaries, trend analyses, briefs, dashboards, and other knowledge products, ensuring that data and evidence are effectively leveraged to support IOM Malaysia's strategic objectives and programme portfolio.
- Migration Data Collection, Integration and Standardization: Support the design, consolidation, and standardization of migration and displacement data collected through primary data collection exercises, including key informant interviews, household or enumerator surveys, assessments, mobility tracking and monitoring activities, as well as relevant operational systems such as Migrant Management Operational Systems Application (MiMOSA) and Migration Response Center Information System (MRCIS). Facilitate the application of data collection methodologies, Standard Operating Procedures (SOPs), data definitions, and quality assurance procedures across programmes and information systems.
- Data Quality Checks and Validation: Conduct regular data quality checks and validation processes to contribute to the accuracy, consistency, and completeness of migration and displacement data collected through primary data collection exercises, monitoring activities, assessments, and relevant mission systems. Review data outputs, including reports, dashboards, statistical summaries and other information products, prior to dissemination to ensure alignment with agreed methodologies, standards and data protection requirements.
- Data Analysis and Reporting: Analyse primary and secondary migration and displacement data, including data from surveys, key informant interviews, assessments, monitoring activities and relevant mission systems, and develop analytical reports, dashboards, statistical summaries, maps and trend analyses to support programme monitoring, strategic planning, donor reporting, policy dialogue and evidence-based decision-making.
- Training and Capacity Building: Provide training and capacity-building sessions for staff and partners involved in migration and displacement data collection, analysis and information management. This includes training on questionnaire design, key informant interviews, survey implementation, enumerator guidance, KoBo/ Open Data Kit (ODK) and other data collection tools, data protection, data verification, analysis and reporting.
- Data Systems and Information Management: Coordinate the effective use of mission data systems, including MiMOSA, MRCIS and other relevant platforms, ensuring data integrity, interoperability, reporting functionality and alignment with programme needs. Identify opportunities for improvements in the use of data systems and liaise with technical counterparts where required to strengthen the collection, management and use of migration and displacement data.
Collaboration and Coordination: Coordinate with government counterparts, the RO, Headquarters and relevant partners to strengthen migration data coordination and facilitate alignment with regional and global standards.
- Develop Relevant Information Management Products: Identify migration and displacement data gaps across the mission and coordinate the development of relevant information management and analytical products, including maps, dashboards, statistical summaries, trend analyses, project briefs, infographics, survey reports, assessment reports and monitoring reports, as relevant.
- Technical and Thematic Support: Provide technical and thematic guidance on the use of migration and protection data, trends and analysis in preparation of concept notes, donor briefings, and reports, and in support of evidence-based programming and policy dialogue with government and regional counterparts.

Education
- Master’s degree in Science, Information Management, Statistics, Social Sciences, Development Studies, Political Science, International Relations, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant experience; or,
University degree in the above fields with four years of relevant professional experience.
Experience
- Experience managing multi-source migration and displacement data collection systems and datasets, including key informant interviews, household or enumerator surveys, assessments, mobility tracking, administrative records and relevant case management systems;
- Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high-quality reports, dashboards and trend analyses;
- Experience in information management work, particularly on data verification, validation, standardization and quality assurance across multiple sources;
- Understanding of migration governance and data work in both humanitarian and non-humanitarian settings;
- Experience working on migration and displacement issues, including mobility trends, needs assessments, return and reintegration, protection-sensitive data and evidence generation across multiple country contexts;
- Proven ability to deliver technical trainings and build data literacy among staff and partners;
- Strong understanding of data management issues, reporting frameworks, and SOP development; and,
- Experience coordinating with government counterparts, regional/HQ offices, and inter-agency partners on data and policy alignment.
Skills
- Strong knowledge of migration and displacement data collection, management, analysis, and reporting frameworks;

Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
