Project Context and Scope

The International Organization for Migration (IOM) is supporting the Government of Uzbekistan in promoting safe, orderly, and regular labour migration through strengthened pre-departure preparation, institutional capacity-building, and sustainable reintegration assistance. Under the UK Foreign, Commonwealth and Development Office (FCDO)-funded project, "Safe Migration of Seasonal Workers from Central Asia to the UK," IOM works closely with the Migration Agency and other relevant national stakeholders to enhance governance of labour migration and improve access to gender-responsive information, services, and support for prospective, current, and returning migrants participating in the UK Seasonal Worker Scheme (SWS).

Organizational Department / Unit to which the Consultant is contributing

Labour Mobility Division, IOM Uzbekistan, under the UK Foreign, Commonwealth and Development Office (FCDO)-funded project, "Safe Migration of Seasonal Workers from Central Asia to the UK"

Tasks to be performed under this contract

Education

Bachelor's degree or higher in Monitoring and Evaluation, Statistics, Economics, Sociology, Anthropology, Development Studies, Migration Studies, Public Policy, Data Science, or another relevant social science discipline from an accredited academic institution.

Experience

• At least three years of progressively responsible professional experience in monitoring and evaluation, preferably within migration, labour mobility, reintegration, livelihoods, or socio-economic development programmes.
• Demonstrated experience in designing and implementing monitoring and evaluation frameworks, including data collection, verification, analysis, reporting, and results-based management.
• Sound knowledge of the labour migration landscape in Uzbekistan, including relevant policies, institutional frameworks, and key stakeholders.
• Experience working with migrant populations, particularly returnees, and a good understanding of reintegration and socio-economic inclusion approaches is an advantage.
• Proven ability to develop and manage M&E tools, databases, dashboards, and data quality assurance processes using both quantitative and qualitative methodologies.
• Experience supporting the development and review of project methodologies, monitoring tools, and technical documentation, including ensuring alignment with project indicators and cross-cutting priorities such as gender equality and social inclusion.
• Experience in monitoring or assessing grant programmes, livelihood interventions, entrepreneurship support, or skills development initiatives is considered an asset.

Skills

• Excellent analytical, interpersonal, and communication skills, with the ability to engage effectively with government counterparts, development partners, consultants, and project beneficiaries.
• Demonstrated ability to prepare high-quality analytical reports and present monitoring findings and recommendations to both technical and non-technical audiences.

Languages

For this consultancy, Excellent command of English and Uzbek (written and spoken); knowledge of Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

Travel is anticipated.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
