How can you make a difference?
The primary purpose is to provide additional, high-level technical support in UNICEF Myanmar (MCO)’s continued efforts to strengthen its programme monitoring system in view of updated strategy and risk management. This will include, but not limited to, managing office-wide programme monitoring and third party monitoring for large-scale projects funded by the International Financial Institutions (IFIs). In these projects, this position is also expected to represent UNICEF Myanmar in substantial technical discussion and coordination with donors, UN agencies, and implementing partners; to conceptualize and establish/update a sound results monitoring system; and to oversee high-value third party contracts.
Under the general supervision of the Chief of Planning, Monitoring and Evaluation, working closely with Monitoring Officer, and coordinating with all the relevant Sections, Units and Offices of UNICEF Myanmar, the Monitoring Specialist (Programme Data Strategy) will perform the key responsibilities listed below.
- Provide technical oversight to monitoring of major projects funded by IFIs, and other large-scale complex projects.
- Ensure sound and coherent results monitoring system with special attention to complex humanitarian situation
- Provide guidance and technical support to ensure it has useful, reliable, and sustainable Programme Data and Information Management System
- Networking and inter-agency partnership
The contract is for 364 days and may be extended, subject to programme requirements and funding availability.
Minimum requirements
Proven prior experience with developing data strategy and building data / information systems in complex humanitarian situations but also in view of nexus, with strong understanding of UNICEF monitoring framework and related tools.
Strong knowledge of and hands-on experience in database administration, particularly ActivityInfo, use of data collection tools such as kobo/InForm, Power BI, SPSS, STATA or R; strong technical ability in data visualization, GIS/cartographic outputs are mandatory.
Proven experience with managing multi-sectoral results monitoring and third party monitoring, particularly for projects funded by IFIs.
Excellent communication and interpersonal skills, and the ability to work with people with diverse background including a varied level of IM-related technical knowledge.
Desirables
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Experience working in complex and multiple emergencies, where constant adaptability required is highly desirable. Experience with either the UN and/or international NGOs is highly desirable.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments are conditional on the selected candidates willingness to comply with current or future vaccination requirements, should UNICEF mandate it for personnel. Failure to comply with such requirements, where applicable and without a duly approved medical exemption from the relevant UN authority, will result in the cancellation of the selection or may lead to other administrative measures, including separation from service.
