TERMS OF REFERENCE
The purpose of this consultancy is to provide engagement leadership to operationalize two multistakeholder partnerships: the Children’s WASH SDG Fund and the People’s Survival Fund Plus. The Multistakeholder Engagement Partner will convene partners, establish and manage a private sector membership offer, and develop partner-facing communications and fundraising materials that strengthen pipeline development, partnership conversions, and sustained engagement in support of equitable, climate-resilient outcomes for children and communities in the Philippines
Scope of Work
In collaboration with the Government of the Philippines, UNICEF Philippines is establishing a Children’s WASH SDG Fund campaign as a multi-stakeholder platform to mobilize and steward private sector and philanthropic contributions in support of equitable, climate-resilient water, sanitation and hygiene (WASH) outcomes for children and communities in the Philippines. The Fund is expected to mobilize and manage at least USD 10 million over a five-year period from 2026 to 2030. The Fund aims to accelerate progress toward SDG 6.1 and 6.2 by enabling partners to align behind common priorities, evidence-based solutions and measurable results, with particular attention to underserved and low-access areas.
In addition, UNICEF Philippines is mobilizing partners to support the People’s Survival Fund (PSF) Plus, a flagship adaptation project proposed for international climate finance that would provide climate resilient social services in selected local government units (LGUs). The PSF Plus would provide an opportunity for public, private sector and philanthropic cofinancing. The PSF Plus is expected to begin in 2027 and run for a five-year period.
The consultant will support partnership engagement by convening stakeholders, developing and managing a private sector membership offer, and producing partner-facing communications and fundraising materials that strengthen pipeline development, partnership conversions and long-term engagement.
The consultant will do the following:
Minimum requirements
Advanced degree in Business Administration with a focus on Corporate Sustainability or a Master’s Degree with significant relevant experience.
- Work Experience:
- Minimum 3 years’ experience in private sector partnerships/CSR/ESG, resource mobilization, or multi-stakeholder initiatives.
- Strong stakeholder engagement and facilitation skills, including convening senior partners across sectors.
- Experience in secretariat/coordination support (agendas, briefs, minutes, action tracking and follow-up).
- Ability to manage and deliver membership offers.
- Strong writing skills for marketing materials, content creation, partner-facing communications and reporting products.
- Excellent communication, presentation and influencing skills.
- Strong partnership-building, networking and relationship management skills with public and private sector partners.
- Proven stakeholder engagement and facilitation skills, including planning and running multi-stakeholder meetings and events.
- Strong coordination and planning skills, able to manage multiple priorities and deliver high-quality outputs on time.
