TERMS OF REFERENCE
As part of the Kosovo Programme 2026–2030, UNICEF supports Kosovo institutions to strengthen policy optimization at the central level and include child-related indicators in the Municipal Performance Grant system, ensuring that child rights are at the center of decision-making and investments.
Minimum Qualifications required
Masters degree in social science or another related field.
Work Experience
At least 7 years of previous professional experience in
the field of assessment, evaluation and evidence generation.
Language Requirements
Excellent writing and oral communication skills in English
Knowledge/Expertise/Skills
Demonstrated ability and knowledge to develop
rigorous assessment and evaluation
Knowledge and previous experience in Standard Cost Model methodology
Previous work experience with international organizations
Knowledge of UN programming and previous working
experience with UN will be an advantage
Process management skills, including facilitation and
communication with stakeholders
Desirables
Previous experience and knowledge of Grant Performance System methodology and requirements
