Project Context and Scope
Following the widespread impacts of Cyclone Ditwah, Sri Lanka experienced one of its most severe flooding and landslide disasters in recent decades, resulting in significant loss of life, widespread damage to housing and infrastructure, and prolonged displacement of affected communities. Thousands of households remain displaced or living in temporary accommodation, underscoring the need for safe, dignified, and durable recovery solutions. In response, the Government of Sri Lanka has prioritised evidence-based resettlement planning to ensure that relocation decisions are informed by both technical assessments and the needs and priorities of affected communities.
To support these efforts, the International Organization for Migration (IOM), in partnership with the National Building Research Institute (NBRI), UN-Habitat and UNOPS, is implementing the project ‘Integrated Support to the National Building Research Institute (NBRI)’, which aims to strengthen national capacity for landslide risk assessment, resilient infrastructure planning, and disaster recovery management. The project is being implemented across the districts of Badulla, Kandy, Kegalle, Matale, and Nuwara Eliya.
IOM will implement a protection-informed MSNA to generate the socio-economic, protection, and community-level evidence required to support durable resettlement planning. The assessment will complement engineering, geospatial, and spatial planning assessments undertaken by project partners by identifying community vulnerabilities, livelihood challenges, access to essential services, and the needs, concerns, and preferences of displaced populations regarding relocation. The findings will inform government decision-making and contribute to resettlement planning that is socially inclusive, protection-sensitive, and aligned with international standards for durable solutions.

Tasks to be performed under this contract
The Consultant will provide technical support for the consolidation, analysis and reporting of data generated through the MSNA across the targeted districts of Badulla, Kandy, Kegalle, Matale, and Nuwara Eliya by:
• Compiling, cleaning and quality-assuring quantitative and qualitative data collected through the MSNA by the Field Officers, ensuring completeness, consistency and accuracy of the datasets.
• Conducting quantitative and qualitative analysis of the MSNA data, including appropriate disaggregation of findings by relevant demographic, vulnerability and geographic characteristics.
• Analyzing and synthesizing household assessment and Focus Group Discussion (FGD) findings, including key socio-economic, protection, displacement, livelihood, housing, land tenure, access to services and resettlement-related needs, concerns and priorities.
• Developing community profiles and analysis of key vulnerabilities, needs and resettlement considerations, including identification of patterns and differences across the targeted locations and population groups.
• Preparing a comprehensive MSNA Report, consolidating the methodology, data analysis, key findings, community profiles, vulnerability and needs analysis, and implications for durable resettlement planning.
• Developing evidence-based and actionable recommendations arising from the MSNA findings to inform protection-sensitive and durable resettlement planning.
• Supporting the review, validation and dissemination of the MSNA findings and recommendations, including incorporation of feedback from IOM, Government counterparts and other relevant stakeholders into the final MSNA Report.
Performance indicators for the evaluation of results
• Quantitative and qualitative MSNA data analyzed and synthesized into clear, evidence-based findings, including relevant disaggregation by geographic and population characteristics.
• Community profiles and analysis of key vulnerabilities, needs and resettlement considerations developed based on the MSNA findings.
• Comprehensive MSNA Report developed and finalized, incorporating the methodology, data analysis, key findings, community profiles and implications for durable resettlement planning.
• Evidence-based and actionable recommendations developed to inform protection-sensitive and durable resettlement planning and incorporated into the final MSNA Report.
• All deliverables completed within the agreed timeframe and in accordance with IOM technical and reporting standards and accepted by the Project Manager.
Education
• University degree in the above fields with four years of relevant professional experience.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
