Contribute to the delivery of an independent, high-quality final evaluation of the UNSDCF 2023–2027 in Libya that provides credible findings, conclusions and actionable recommendations to inform UN strategic positioning, the design of the next Cooperation Framework cycle, future programming and accountability to national stakeholders.
Inception phase: Contribution to inception activities that lead to the draft inception report, including document review, stakeholder mapping, contextual analysis, data collection tools and inception report preparation 5 working days Data Collection & Preliminary Analysis Phase: Completion of assigned interviews, consultations, field visits, data collection and analytical inputs; contribution to preliminary findings presentation 10 working days Reporting Phase: Contribution to draft and final evaluation reports, validation workshop and incorporation of stakeholder comments 9 working days (including 5 working days for first draft, 3 for revisions, 1 for validation workshop)

Duties and Responsibilities
The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 is the primary strategic instrument guiding the collective contribution of the United Nations system in Libya to national development priorities and the Sustainable Development Goals (SDGs). It also serves as the integrated strategic framework between the United Nations Country Team (UNCT) and the United Nations Support Mission in Libya (UNSMIL), supporting coherence across development, humanitarian, and peacebuilding efforts.
Originally designed for 2023-2025, the Cooperation Framework was extended to 2027 in response to contextual developments, including humanitarian shocks and evolving national priorities.
In line with United Nations Development Coordination Office (DCO) guidance and United Nations Evaluation Group (UNEG) norms and standards, the United Nations in Libya is commissioning an independent final evaluation of the UNSDCF to assess the collective contribution of the UN system to national development priorities, identify lessons learned, and generate actionable recommendations to inform the next Cooperation Framework cycle. The evaluation will be conducted by an independent evaluation team composed of an International Evaluation Team Leader and National Evaluation Team Members.
The National Evaluation Team Member will work under the overall supervision of the Evaluation Manager and under the technical guidance and lead of the International Evaluation Team Leader, in close coordination with the Evaluation Technical Management Team (ETMT) and relevant UN stakeholders.
Responsibilities and Duties 1.Under the supervision of the Team Leader/International Consultant and in coordination with the United Nations Resident Coordinator’s Office (RCO), the National Team Member will: 2.Support the implementation of the UNSDCF evaluation process in line with UNEG norms and standards. 3.Conduct desk reviews of strategic, programmatic, and policy documents relevant to the Cooperation Framework. 4.Assist in mapping stakeholders and organizing consultations, interviews, focus group discussions, and workshops. 5.Participate in field visits and support data collection activities in selected regions of Libya. 6.Collect, compile, and analyze qualitative and quantitative information from various sources. 7.Provide contextual analysis of national development priorities, governance structures, and UN partnerships in Libya. 8.Support drafting and editing of evaluation deliverables, including background notes, presentations, and sections of reports. 9.Assist with translation and interpretation between English and Arabic, where required. 10.Contribute to validation processes and incorporation of stakeholder feedback into evaluation outputs. 11.Ensure all work is conducted in accordance with principles of gender equality, human rights, disability inclusion, and Leave No One Behind. 12.Ensure confidentiality and ethical handling of information collected during the evaluation process.

Qualifications/special skills
Advanced university degree (Master’s or equivalent) in evaluation, development studies, social sciences, public policy, economics, political science, international relations, statistics, or a related field is required. A first-level university degree, combined with an additional two (2) years of relevant experience, may be accepted in lieu of a Master's degree.
At least 3 years of relevant professional experience is essential, including previous substantive involvement and experience in designing, monitoring, evaluation/review of development projects and/or outcome levels of programme implementation in related fields with the UN in Libya. Required Excellent knowledge of the UN system and the UN common country programming processes. Desirable Proven ability to engage senior government officials, development and humanitarian partners, and UN leadership, and to facilitate high-level stakeholder consultations.
Desirable Specialized experience and/or methodological/technical knowledge, including some specific data collection and analytical skills, particularly in the following areas: understanding of human right-based approaches to programming; gender considerations; environmental sustainability. Desirable Knowledge and experience in Results Based Management (RBM) principles; logic modelling/logical framework analysis; quantitative and qualitative data collection and analysis; participatory approaches.
