TERMS OF REFERENCE
The purpose of the consultancy is to provide technical support for the implementation of the adolescent skills development programme portfolio in Central Java and East Java provinces. The consultant will be responsible for providing technical support, supervision and monitoring, and will coordinate programme implementation in the two provinces. The consultant will support advocacy efforts needed to promote scale-up of the programme by local government. The consultant will coordinate and collaborate with local implementing partners, provide technical assistance in the preparation, implementation and reporting of programme activities, and consult with UNICEF’s education team members to ensure the programme is implemented according to the agreed framework and the production of high-quality results. When needed, the consultant will be requested to support national level technical and advocacy activities
Minimum requirements
Work Experience
Relevant education background and professional experience in adolescent skills development programmes including on project-based learning, 21st century skills development and pedagogy, and/or other related fields.
Minimum 5 years of progressively relevant experience in the field of education, especially on adolescent empowerment programmes.
Strong knowledge and experience with the government education system both at national and sub-national level.
Experience in working on upstream work with government partners, including on policy development in education sector and integration of innovative education programme into government planning and budgeting. Proven experience of high-quality report writing and documentation.
Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure
Skills
Good analytical, facilitation, communication, and presentation skills.
Proven experienced in human-centred design methodologies, user interface & user experience design; ideally for UN, international development, or education related organizations, is considered an asset.
Desirables
Strong network in Central and East Java, supported with experience working in either Central or East Java for more than two years is an advantage.
Politically and culturally sensitive, awareness of gender, adolescents, and disability inclusion issues, with qualities of patience, tact, and diplomacy.
A minimum of 5-8 years’ experience with either the UN and/or NGO is considered an asset.
