Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer.
That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides technical assistance for the control of trade of HCFC and HFC-based substances and equipment.
In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of the Montreal Protocol and the 2026 UNEP Business Plan and CAP's budget, the OzonAction Branch is providing information services, legal/policy, and technical advice for National Ozone Officers (NOUs) and other stakeholders. In line with national legal/regulatory frameworks, the Government of Chile, through its National Ozone Unit (NOU), has requested UNEP as the cooperating implementing agency of the HPMP, stage III and the KIP Stage I, First Tranche respectively, to support the hiring of a consultant.
The aim is to develop audio-visual materials to support the development of the HPMP and KIP activities, and to enhance the capacities of the National Ozone Unit and the National Customs Service in Chile, oriented to the HCFC and HFC’s reduction and control, by developing videos and media content.
Duties and Responsibilities: The cosultant will be under overall supervision of Chiles National Ozone Unite and UNEP,LatinAmerica Regional Coordinator.Close coordination with UNEP OzonAction Team in the Regional Office and the officer responsible for Communications and Dissemination Activities of the NOU.
Produce and prepare the defined videos including the following duties: -Conceptualization, script writing, storyboarding, filming, rough editing, voiceover -Recording and overlaying, several rounds of review and comments, final editing, and final rendering, among others as part of the capacity-building and dissemination activities of the HPMP-III, and the KIP-I, for the Ozone Unit. -Organize and develop the videos and their schedule.
Qualifications/special skills
A bachelor’s degree in journalism, communications, or another related area of study is required. Four years (4) years of professional experience in the use of professional digital video recording equipment, management of photography and lighting for audio-visual productions, is required Proficiency in the use of professional editing and post-production software is required. Proficiency in the use of professional supplementary video recording equipment, such as stabilizer, drone, etc. as well as related post-production software, is required. Ability to work well in diverse team environments and graphic design experience is highly desirable Ability to handle high workloads and short production deadlines is highly desirable
Languages
Fluency in oral and written Spanish is required. Knowledge of other UN languages is desirable.
