TERMS OF REFERENCE
The purpose of the national consultancy is to provide overarching support for the analysis on alternative and flexible learning pathways for out-of-school children (OOSC) in Indonesia. The analysis will focus on: (i) mapping of relevant policies related to NFE quality improvement to support its revitalization for improved human resource development; and (ii) examining international good practices to benchmark Indonesia NFE’s policies and curricula including the possibility to apply accelerated learning approach under Indonesia’s NFE system, (iii) identifying opportunities to further incorporate Gender Equality, Disability and Social Inclusion (GEDSI) dimensions into NFE policies and curriculum framework, including in relation to international good practices, and (iv) exploring other flexible and relevant learning pathways for OOSC outside the NFE system including the supportive ecosystem needed.
The national consultant will play a key role in the desk review and analysis on nonformal education (NFE) policies and curriculum in Indonesia to identify opportunities for improving the quality of the education system. The consultant will also play a key role in the analysis of other potential alternative learning pathways for OOSC in Indonesia (outside the NFE system) to identify opportunities for their establishment including the supportive ecosystem needed. The consultant will be required to play an active and leading role in consultations with relevant government and non-government stakeholders at national and sub-national levels to ensure all data/information and inputs needed for the study comprehensively obtained.
