Purpose of consultancy
The purpose of this consultancy is to provide country-level analytical, technical, and implementation support to the WHO Ukraine Health Financing Unit in strengthening health sector capital investment planning, prioritization, and governance. Under the overall guidance of the WHO National Professional Officer for Health Financing, the consultant will work closely with the Senior International Consultant and International Consultant to operationalize analytical methodologies, support implementation of the Health Capital Investment Management System and Health Sector Investment Prioritization Framework, and ensure that investment planning is informed by robust national data, institutional processes, and implementation experience.
The consultant will support the collection, analysis, validation, and interpretation of national datasets; contribute to the implementation and testing of analytical methodologies and decision-support tools; coordinate technical inputs with national stakeholders; and prepare analytical products supporting evidence-informed capital investment planning and decision-making.
Background
Ukraine’s health system continues to undergo significant transformation as part of broader recovery and reform efforts following the full-scale invasion by the Russian Federation. In addition to ongoing health financing reforms under the Program of Medical Guarantees (PMG), the Government of Ukraine is working to strengthen governance and coordination of capital investments in the health sector. Ensuring that investments in health infrastructure, equipment, and service capacity are aligned with population needs, national health strategies, and ongoing health system reforms is increasingly important in the context of limited resources and growing reconstruction needs.
In recent years, significant capital investments in the health sector have been supported through national budget resources, international financial institutions, bilateral donors, and development partners. While these investments play a critical role in supporting health system recovery and modernization, stronger mechanisms are needed to coordinate, track, and prioritize investments in a transparent and evidence-based manner.
To support these efforts, the World Health Organization (WHO) is working with the Ministry of Health of Ukraine and other national stakeholders to strengthen the governance and prioritization of health sector capital investments. This work includes supporting the development of a Capital Investment Management System to improve tracking and coordination of investment projects, as well as an analytical prioritization tool designed to support transparent and evidence-based appraisal of capital investment proposals.
These instruments aim to strengthen the Ministry’s capacity to assess investment proposals, identify priority investment areas, and ensure that investments contribute to strategic health system objectives and recovery priorities. The prioritization framework integrates data from multiple sources, including the National Health Service of Ukraine (NHSU), demographic and geographic datasets, provider capacity indicators, and international benchmarks.
As part of this programme, WHO is establishing a comprehensive framework for health sector capital investment planning covering investment strategy, service network planning, project preparation, investment prioritization and appraisal, financing, governance, and portfolio management. This consultancy will support the implementation and operationalization of these approaches through country-level analytical work, data management, stakeholder coordination, and technical support for the Health Capital Investment Management System and related decision-support tools.
Deliverables
The consultant will apply the following methods to deliver assignment:
- Conduct desk reviews of national policies, investment plans, analytical frameworks, legislation, and technical documentation related to health sector capital investment planning and health system recovery.
- Compile, clean, validate, analyse, and synthesize datasets related to population health needs, provider capacity, health infrastructure, equipment, workforce, service utilization, accessibility, and capital investments.
Apply and operationalize analytical methodologies, indicators, and prioritization approaches developed under the WHO capital investment programme using Ukrainian data and institutional processes.
- Support implementation, testing, validation, and refinement of the Health Capital Investment Management System and Health Sector Investment Prioritization Framework.
Prepare technical documentation, analytical summaries, dashboards, maps, presentations, and other materials supporting policy dialogue and implementation.
- Coordinate technical inputs with the Ministry of Health, the National Health Service of Ukraine, regional authorities, development partners, and software developers.
Outputs and tasks
Under the supervision of the WHO Health Financing Technical Officer, the consultant will:
- Compile, manage, validate, and analyse datasets supporting health sector investment planning, including information on population health needs, provider capacity, infrastructure, equipment, workforce, service utilization, accessibility, and ongoing capital investments.
Operationalize analytical methodologies, indicators, scoring criteria, and prioritization approaches developed under the WHO capital investment programme using Ukrainian data and institutional processes.
- Support implementation, testing, validation, and refinement of the Health Capital Investment Management System and Health Sector Investment Prioritization Framework, including preparation of data dictionaries, validation rules, user workflows, and technical documentation.
- Prepare analytical products supporting investment planning, including investment inventories, service network analyses, provider profiles, portfolio analyses, dashboards, maps, and policy briefs.
- Coordinate technical data requests and analytical inputs with the Ministry of Health, the National Health Service of Ukraine, regional authorities, technical experts, and development partners.
- Support technical consultations, workshops, pilot implementation activities, and user testing, documenting implementation experience and recommending technical improvements.
Prepare regular technical reports summarizing analytical work, implementation progress, identified challenges, and recommendations for further development of the capital investment programme.
Deliverables
Deliverable 1 . National health sector capital investment evidence base
National datasets related to health infrastructure, service capacity, equipment, workforce, utilization, accessibility, and investment projects compiled, validated, analysed, and documented to support health sector investment planning and prioritization.
Deliverable 2. Operationalization of analytical methodologies and decision-support tools
Analytical methodologies, indicators, scoring criteria, and prioritization approaches operationalized using Ukrainian data, with technical inputs provided to support implementation, testing, validation, and refinement of the Health Capital Investment Management System and Health Sector Investment Prioritization Framework.
Deliverable 3. Technical documentation and analytical products
Technical documentation, data dictionaries, analytical summaries, dashboards, investment inventories, presentations, and policy materials prepared to support implementation, stakeholder engagement, and evidence-informed decision-making.
Deliverable 4 . National coordination and implementation support
Technical coordination provided with national stakeholders, data providers, technical experts, and development partners to support implementation of the capital investment programme, including technical consultations, pilot testing, user feedback, and regular reporting on implementation progress.
Educational Qualifications
Essential: Bachelor’s degree in economics, public health, health policy, public administration, data science, or another relevant field.
Essential
At least two years of relevant professional experience in health systems analysis, health economics, health service planning, health information systems, data analytics, capital investment planning, or a related field.
- Experience compiling, managing, analysing, and interpreting quantitative datasets to support policy or programme decision-making.
Desirable
- Experience supporting implementation of analytical frameworks, digital tools, or decision-support systems.
Experience working with provider-level health data, health information systems, or geographic information.
- Experience working with or supporting the Ministry of Health of Ukraine, the National Health Service of Ukraine, regional health authorities, or international organizations.
Essential
- Strong analytical and quantitative skills;
- Ability to analyze and interpret datasets and translate findings into policy-relevant insights;
- Strong written communication skills in English and Ukrainian;
- Ability to work collaboratively in a team and deliver outputs under tight deadlines.
Desirable
- Knowledge of Ukraine’s health system and ongoing health sector reforms;
Experience with data analysis and visualization tools (e.g. Excel, R, Python, Power BI, Tableau or similar);
- Experience working with health administrative data or health information systems.

Travel
The consultant may be expected to travel within Ukraine (1–2 trips), subject to the security situation.
Remuneration
Contract total value: USD 39 600
Monthly rate, daily rate and numbers of the days: Monthly rate USD 3 600 for 11 months (full-time)
Consultant pay band range: Pay band level B
Terms of payment: Payment will be made on a monthly basis after provision of a technical report and approval from the Responsible Officer.
