For every child, the right to health

On 24 June 2026, Venezuela was struck by two major earthquakes of magnitude 7.2 and 7.5 within one minute of each other, causing widespread destruction across north-central and densely populated urban areas of the country. Two days after the earthquakes, at least 1430 deaths and more than 3,000 injured were reported, with casualty figures expected to rise as search and rescue operations continue. The Government of the Bolivarian Republic of Venezuela has declared a State of Emergency throughout the national territory to mobilize technical, human, financial and material resources in support of the response.

UNICEF estimates that approximately 1.8 million people, including 680,000 children, are in need of humanitarian assistance, with figures expected to evolve as access improves and additional assessments are conducted. UNICEF has activated a scale-up response, mobilized emergency funding and deployed additional surge personnel to support assessments, coordination and the delivery of life-saving assistance. Through its earthquake response, UNICEF aims to reach approximately 650,000 people, including 234,000 children, with critical interventions across health, nutrition, WASH, child protection and education.

As part of UNICEF’s support to the national response efforts, the purpose of this consultancy is to systematize the good practices, innovations and lessons learned emerging from the health and nutrition response to the earthquake, and to help ensure the quality of the collection and analysis of the data underpinning that response. This is a low-value contract, with an initial assignment of two months. The consultant will contribute to:

• Systematization of good practices and lessons learned: Leading the documentation and systematization of good practices, innovations and lessons learned emerging from the health and nutrition response to the earthquake, and following up on the quality of implementation of response activities on the ground.
• Analysis and triangulation of information: Drawing on field data and other available sources to identify immediate gaps across UNICEF's core programmatic areas (Health, Nutrition, WASH, Child Protection, and Education), so that the resulting evidence can feed into the systematization process.
• Infrastructure and Logistics review: Assessing the operational status of critical health facilities, including identifying disruptions to the cold chain necessary for preserving life-saving vaccines and essential medicines, as an input to the systematization of lessons learned.

Scope of work

The purpose of this consultancy is to provide a systematization of the response in health and nutrition area

Specifically, the consultant will:

• Systematize good practices and experiences being developed in the context of the health and nutrition response to the earthquake, including the documentation of good practices and lessons learned.

• Follow up on the implementation of response activities from a quality assurance perspective, flagging gaps and recommending corrective actions to feed into the systematization.

• Triangulate available field data and information gathered from partners to validate the good practices and lessons learned identified.

• Input the resulting systematization products to UNICEF’s Situation Analysis report or any internal knowledge products where necessary.

• Support the overall data management and analysis that underpins the systematization process as part of UNICEF’s response.

The consultant will be office-based, and will participate in field missions organized by Health and Nutrition team and report directly to Chief of Health and Nutrition, who will be the focal point to organize the deployment in coordination with Health and Nutrition team 2-3 times per week. In parallel, the consultant will work in close collaboration with the Health and Nutrition Officer in La Guaira, Capital District and Miranda to ensure coordinated planning.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
