National Consultant on international cooperation and development partner coordination

Background

The Ministry of Health of Ukraine (MoH) continues to strengthen cooperation with international development partners to support the implementation of health sector reforms, recovery and reconstruction efforts, and Ukraine's European integration agenda. Effective coordination of international technical assistance (ITA), engagement with development partners, and strategic planning of externally funded initiatives remain critical to ensuring alignment with national priorities and efficient use of international resources.

The Department of International Relations of the Ministry of Health serves as the primary focal point for cooperation with bilateral and multilateral partners, international organizations, financial institutions and diplomatic missions. The Department coordinates international technical assistance projects, facilitates donor coordination mechanisms, supports high-level international engagements, and contributes to strategic planning and implementation of international cooperation initiatives.

As the scale and complexity of international support to Ukraine's health sector continues to grow, the Ministry requires additional technical capacity to strengthen coordination of development partners, ensure effective management of international technical assistance, facilitate strategic dialogue, and support evidence-informed decision-making. This includes supporting cooperation related to Ukraine's European integration agenda and strengthening alignment of international assistance with national health priorities.

The WHO Country Office in Ukraine continues to support the Ministry of Health in strengthening health governance, aid effectiveness, donor coordination and health sector recovery. In line with WHO's international convening and coordination role, and as co-chair of the Health Sector Working Group (SWG Health), WHO supports the Government-led three-tier health sector coordination mechanism by facilitating strategic dialogue among national authorities, development partners and other stakeholders, promoting alignment of international assistance with national priorities and strengthening aid effectiveness. Within this framework, WHO seeks to engage a consultant to provide technical, analytical and coordination support to the Department of International Relations.

Deliverable 1

Provide technical expertise to strengthen the Ministry of Health's capacity to coordinate international technical assistance, development partner engagement and strategic international cooperation in support of health sector priorities by facilitating coordination and communication with development partners and implementing agencies involved in international technical assistance (ITA) projects maintaining up-to-date records on ongoing and newly initiated ITA projects to support effective portfolio management, monitoring and reporting

monitoring the implementation of ITA projects and preparing analytical reports on implementation progress, effectiveness of international assistance and utilization of development resources preparing analytical information on cooperation with development partners and international technical assistance projects supporting the implementation of the National Strategy for Creating a Barrier-Free Environment in Ukraine until 2030, as well as other analytical products requested by the Ministry of Health leadership

reviewing semi-annual and annual reports submitted under ITA projects and coordinating with relevant Ministry of Health structural divisions to ensure timely submission of reports to the Secretariat of the Cabinet of Ministers of Ukraine reviewing and providing technical inputs on documentation submitted for Ministry of Health endorsement as the beneficiary of ITA projects, including Memoranda of Understanding, Letters of Intent, Activity Plans, Terms of Reference, Partnership Agreements, Procurement Plans and other project documentation

preparing letters of support required for the registration or re-registration of ITA projects drafting Ministerial Orders designating project coordinators following the registration of ITA projects assessing the alignment of international technical assistance with Government priorities and strategic health sector objectives and providing technical and advisory support for the preparation, organization and follow-up of Health Sector Working Group meetings and other donor coordination mechanisms.

Expected by: Throughout the consultancy, with a final consolidated analytical report on the international technical assistance portfolio, partner engagement and recommendations for improving coordination mechanisms submitted by 18 December 2026.

Deliverable 2

Provide strategic communication, analytical and partnership support to enhance the Ministry of Health's international engagement and cooperation with development partners by facilitating regular communication and coordination with representatives of international organizations, including UN agencies, international financial institutions, bilateral development partners and diplomatic missions

preparing analytical and briefing materials for high-level international events, including the World Health Assembly, WHO Regional Committee for Europe, Ukraine Recovery Conference and other international and Ministry-led events supporting day-to-day communication with international partners through official correspondence, online meetings and other communication channels supporting the planning, coordination and implementation of joint health sector initiatives with international partners drafting official correspondence, invitation letters and other documents in Ukrainian and English

participating in the preparation, review, coordination and follow-up of international agreements, Memoranda of Understanding and Joint Declarations monitoring and analysing international policies, best practices and developments relevant to the health sector and international cooperation and preparing analytical reports, briefing notes, presentations, information materials and other decision-support documents for the leadership of the Ministry of Health.

Educational Qualifications

Essential: University degree in International Relations, Public Administration, Political Science, Law, Health Policy, Public Health, Social Sciences or another relevant discipline.

Desirable: A PhD in one of the aforementioned areas is an added advantage.

• At least 2 years of professional experience in international cooperation, donor coordination, project management or public administration.
• Experience working with international organizations, development partners, government institutions or other relevant stakeholders.
• Experience preparing analytical reports, policy briefs, presentations and official correspondence.
• Demonstrated experience in facilitating multi-stakeholder coordination and managing partnerships across government institutions and development partners.

Deep understanding of international development cooperation architecture, aid effectiveness principles and donor coordination mechanisms.

Deep understanding of Ukraine's health sector governance, institutional landscape and international cooperation processes.

Excellent drafting and communication skills in English.

Desirable

• Experience in coordination of international technical assistance projects.

Experience working with the Ministry of Health of Ukraine or other government institutions.

Familiarity with Government procedures related to international technical assistance.

Experience supporting donor coordination platforms, sector working groups or other multi-stakeholder coordination mechanisms.

Experience organizing high-level international meetings and events.
