TERMS OF REFERENCE
The consultant’s purpose is to provide strategic advisory, policy guidance, technical leadership, and high-level coordination support to the Minister and senior management of the Ministry of Women and Social Affairs (MoWSA) in the office of the minister, to strengthen the conceptualization, design, and implementation of the national social and child protection system with its regulatory, political economical,
systemic, financial and integration framework, in order to improve the effectiveness, coherence, integration, rights-basis and coordination of interventions at national and regional levels.
Minimum requirements
- Education: Master’s or Doctorate Degree in social studies, economics, law, public administration or related fields.
- Work Experience: Minimum of 12 years of progressive experience in managing social protection interventions in the public sector.
- Demonstrated expertise in navigating political economies and presenting rights-based agendas in diplomatic contexts.
- Relevant experience in negotiating policy processes and high level engagements on national and international platforms.
- Skills : Deep understanding of social protection frameworks and strategies to expand, integrate and deliver social protection benefits across sectors
- Demonstrated writing, presentation and diplomatic skills
- Language Requirements: Fluency in spoken and written English and Amharic is required
