Project Context and Scope
The State Statistics Service of Ukraine (SSSU), with support from IOM, is advancing work on the development of a register-based population model and related information and communication technology (ICT) systems for data processing, exchange, analysis and visualization. This work is intended to strengthen the production of official statistics on the de facto population in Ukraine, including its demographic characteristics, mobility and migration, through the improved use of administrative data sources and state registers.
The initiative will support the production of timely and accurate population estimates, including by sex, age and regional distribution, and is aligned with UNECE and Eurostat recommendations as well as Ukraine’s preparation for EU accession, particularly under acquis Chapter 18 “Statistics” and Chapter 22 “Regional Policy and Coordination of Structural Instruments” with Regulation (EU) 2025/2458 on European Statistics on Population and Housing (ESOP, adopted September 2025, applicable from 2028). It is also important for future preparation for a national population census after the end of Russia’s war against Ukraine, taking into account war-related migration dynamics, including returns from abroad, and for improving the inclusion of internally displaced persons (IDPs) in national and local estimates. Overall, this support is expected to strengthen the institutional capacity of the SSSU, contribute to preparation for the 2030 census round, and further align Ukraine’s statistical system with international and European standards.

The Consultant will be responsible for the following tasks
Develop functional and technical requirements for the future Statistical Population Register (SPR).
Define key system functions, including data ingestion, linkage, validation, processing, storage, updating, audit trail and reporting.
Conduct a capability inventory and gap analysis of the priority administrative registers in relation to SPR ingestion requirements - DRACS, the State Register of Individual Taxpayers, the Pension Fund of Ukraine, the State Migration Service, NHSU, the Ministry of Education and Science, the Ministry of Social Policy (UISSS), the Unified State Demographic Register, etc.
Define interoperability requirements for integration with multiple administrative data sources and external systems, via the Trembita government data-exchange system, using SDMX as the data-exchange standard for statistical content.
Contribute to the preparation of technical specifications for future software development.
Support the preparation of feasibility-oriented technical documentation to inform future system design and implementation.
Propose requirements related to high-level system architecture, operational workflow and maintainability.
Define requirements related to data security, integrity, confidentiality and access control.
Propose requirements for user roles and permissions.
Define technical requirements for anonymization and controlled statistical use of data.
Prepare a user-role catalogue, access-pattern documentation, and a one-page architectural blueprint suitable for stakeholder communications during the build phase.
Ensure that technical documentation aligns with the UNECE statistical-modernisation framework and it is understandable and usable by both technical and institutional stakeholders.
Perform such other duties as may be assigned.

Education
Advanced university degree in Computer Science, Information Systems, Data Engineering, Statistics, GIS, Demography, or a related field.
Required experience
At least 8 years of relevant professional experience in statistical information systems, population register systems, administrative data platforms, or similar large-scale data systems.
Demonstrated hands-on experience with the Trembita government data-exchange system or extensive work experience with Ukrainian governmental registers.
Strong understanding of the Ukrainian regulatory environment for administrative data sharing under Law No. 2524-IX and the personal-data-protection framework.
Experience working with multiple information systems and administrative data integration.
Experience in international technical assistance or advisory projects.
Experience translating business or methodological needs into technical system requirements.
Proven experience preparing structured technical documentation in English.
Desirable experience
Experience with geospatial system components or geocoded data environments.
Experience with confidential statistical data environments or public sector statistical infrastructure.
Skills
Strong technical writing and system design communication skills.
Ability to bridge methodological, institutional and technical perspectives.
Strong understanding of interoperability, data exchange, security and access control.
Good coordination and stakeholder engagement skills.
Languages
Fluency in English and Ukrainian is essential.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
