TERMS OF REFERENCE
The purpose of the national consultancy is to support Ministry of Primary and Secondary Education (MoPSE) in strengthening governance, financing, planning, data systems, and quality standards of the school revitalization programme, to ensure equitable, efficient, and impactful implementation.
- Minimum requirements:
- Practical expertise and ability to evaluate existing educational policies, identify systemic gaps, and give actionable recommendations.
- Deep understanding of national education goals, public sector budgeting, and institutional funding mechanisms.
- Competence in gathering, analysing, and presenting educational and demographic data.
- Experience drafting technical manuals, step-by-step frameworks, quality assurance criteria, and compliance checklists.
