Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and in close coordination with the Head of Programmes and other programme Units in IOM Tajikistan, the National Programme Officer will be responsible for managing the Migration Solutions Unit. The National Programme Officer will provide strategic oversight and guidance to the programme team and coordinate with internal and external stakeholders and partners. The Migration Solutions Unit (MSU) leads IOM Tajikistan’s work on the migration-development nexus, promoting safe, orderly and regular migration as a driver of sustainable development, resilience and socio-economic inclusion. The Unit provides strategic leadership and technical expertise in labour mobility, economic empowerment and reintegration, social cohesion, migration health, climate change adaptation, and emergency preparedness. Through policy engagement, partnerships, and evidence-based programming, the Unit supports the Government of Tajikistan and partners in advancing national development priorities and maximizing the positive impacts of migration for individuals, communities, and the country.
- Coordinate the overall implementation of the projects within MSD Unit including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
- Monitor programme implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
- Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
- Identify potential areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and drafting segments of project proposals.
- Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the county through a consultative process with other relevant parties in the office.
- Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
- Liaise and coordinate with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders.
- Serve as IOM's principal focal point and representative on migration and development, labour mobility, economic inclusion, migration health, climate mobility, and resilience-related policy discussions and coordination mechanisms.
- Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums
Supervise, train, and guide project staff.
- Undertake duty travel as required related to project implementation and monitoring.
- Perform other related duties as assigned.
Education
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,
- Master’s degree in the above-mentioned fields with two years of relevant professional experience.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees and other vulnerable groups;
- Experience in labour migration, refugee integration, migration & health, migration & climate change and emergency preparedness; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- In depth knowledge of the broad range of migration and development related subject areas;
- Coordination skill to cooperate effectively with other Programme and support units in the mission;
- Leadership and organisational skills to lead a multi-programme team;
- Innovative and strategic thinking skills to continue developing the MSU portfolio.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English, Russian and Tajik is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
