Provide coordination and management of multiple complementary projects (waste, land pollution, air quality, landfills mapping, BRS/Minamata, NBSAP/7NR, climate platform), ensuring alignment with UNEP standards, donor requirements, and national priorities.
Expert technical advice provided on biodiversity, waste management, landfills mapping, air quality monitoring, and chemicals governance, resulting in actionable policies, guidelines, and roadmaps for national and regional stakeholders.
Implementation of comprehensive M&E frameworks for all projects, including semi-annual and final reporting, risk assessments, and sustainability/exit strategies.
Effective collaboration with ministries, municipal authorities, UNEP teams, civil society, and regional stakeholders, fostering multi-level governance and intersectoral integration.
Integration of gender and social inclusion in project designs and activities, capacity-building, and reporting.
Delivery of targeted trainings, workshops, and guidance to national and regional institutions, enhancing technical, operational, and policy capacity across biodiversity, waste, fire management, and pollution sectors.
Hands-on coordination and monitoring of field activities, including deployment of monitoring systems, hotspot mapping, risk assessment tools, and operationalization of biodiversity and pollution management activities.
Documentation and dissemination of lessons learned, development of knowledge products, policy briefs, digital platforms, and information systems to support evidence-based decision-making at national and regional levels.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. Vienna Programme Office is the entity responsible for activities in the Southeastern Europe (SEE), through a strong local presence and a capillary network of partners is implementing an increasing number of projects and activities in the Western Balkan region (WB). UNEP
Vienna Programme Office is managing the execution and development of several environmental projects in the Western Balkans and works with a wide range of partners, including United Nations entities, international organizations, national and sub-national governments, non-governmental organizations, the private sector and civil society. UNEP
Vienna Programme Office is also in charge of representation of UNEP in UNCT and UNDAFs/UNSDCFs development, as well as preparing political analysis on the SEE Region for UNEP HQ and other offices. Duties and Responsibilities:
Coordinate and manage complementary projects on waste, air quality, fire detection, BRS/Minamata, NBSAP/7NR biodiversity, and regional climate platforms.
Develop detailed work plans and timelines, ensuring alignment with UNEP standards and donor requirements.
Oversee socio-economic analyses of waste reuse, mapping, and landfill planning.
Manage national and regional multi-component programmes for climate resilience, biodiversity, and chemical safety.
Facilitate synergies among BRS/Minamata, depollution portfolios, and NBSAP revisions.
Provide technical guidance on biodiversity mainstreaming, waste/fire management, and chemicals governance (BRS/Minamata/SAICM).
Conduct risk assessments, feasibility studies, and operational guidance for mobile ecotoxicology labs and monitoring networks.
Advise on NBSAP development, climate adaptation platforms, and policy frameworks.
Prepare actionable policy briefs, roadmaps, and technical guidelines for national and regional stakeholders.
Track implementation across all projects and ensure delivery against results frameworks.
Prepare semi-annual and final reports for BRS/Minamata, NBSAP alignment, and pollution/air quality activities.
Support independent evaluations and document socio-economic, environmental, and health risk assessments.
Draft sustainability and exit strategies for tools like fire registries, Joint Information Systems, and NBSAP frameworks.
Ensure continuous learning and improvement through monitoring and evaluation feedback.
Engage with institutions across environment, health, water, forestry, agriculture, and municipal authorities.
Collaborate with UNEP teams, civil society, and emergency units for waste, fire, and air quality projects.
Establish BRS Coordination Teams and convene workshops at national/entity levels.
Promote regional collaboration on climate, waste, and chemicals management in the Western Balkans. Reporting lines: The Consultant is expected to report to the Head of UNEP Vienna Programme Office, and UNEP Associate Programme Management Officer, who will evaluate the required outputs. The incumbent will be based in the UNEP BiH Office in Sarajevo.
Qualifications/special skills
An advanced-level degree (master’s degree) in law, economics, international relations or related studies is required. or equivalent will be considered as an asset. A first-level university degree, combined with two
(2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A minimum of three
(3) years (with bachelor’s degree) of professional experience in the design and implementation of environmental projects and activities in the areas of pollution, biodiversity, and climate change is required. A minimum of two
(2) years of experience in supporting the development and implementation of multilateral environmental agreements (MEAs) and internationally funded projects in Bosnia and Herzegovina and the Western Balkans is desirable. Demonstrated experience in managing complex projects, particularly in politically sensitive environments is desirable. Demonstrated experience in engaging with institutional donors, coordinating and facilitating communication with international partners, and managing operational activities involving relevant stakeholders is desirable.
Strong track record of cooperation with government institutions, donors, international organizations, local stakeholders (including scientific institutions, NGOs, and the private sector), and local government authorities in BiH and in the region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of Bosnian/Croatian/Serbian language is an asset.
