Organizational Context and Scope
Under the overall supervision of the Livelihoods Senior Programme Coordinator and direct supervision from the EDF Project Officer, and in collaboration with relevant units, the National Project Officer will be responsible and accountable for coordinating quality assurance processes within the Enterprise Development Fund (EDF) Technical Team, including Environmental & Social Action Plan’s (ESAP) and Milestone Verification (MV). Moreover, they will serve as a focal point for multiple EDF adaptations and sit within the Livelihoods SMT Team, engaging in the longlisting and shortlisting processes for EDF applications.
- Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements.
- Keep the EDF Project Officer (Livelihoods) informed on the status of project implementation; identify gaps and suggest actions to improve implementation, particularly concerning Quality Assurance.
- Participate in the development and adjustment of EDF technical tools, work plans, Monitoring & Evaluation tools and standard operations procedures.
- Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
- Support the longlisting and shortlisting process for EDF applications
- Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
- Liaise and coordinate with external stakeholders, including private sector stakeholders, start-up incubators and non-government organisations implementing livelihood projects.
- Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff on EDF technical tools and trainings for EDF beneficiaries.
- Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums related to EDF adaptations.
- Participate in the preparation and coordination of project reporting and a diverse range of communication products, concept notes and other planning documents by compiling project data.
Supervise EDF Technical Team staff focal points for on Environmental & Social Action Plans (ESAP) and Milestone Verification (MV) respectively, providing technical guidance, overseeing workplans and liaising with IMS colleagues to implement revisions to processes, as well as one technical ESAP/MV implementation staff.
Serve as the focal point for assigned governorate(s), maintaining liaison and coordinating activities with relevant authorities and stakeholders.
- Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
Perform other related duties as required.
Education
- Master’s degree in in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with two years of relevant professional experience.
Experience
- Experience in liaising with external stakeholders, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working in Livelihoods programming, with an emphasis on working with small and medium sized enterprises and supporting job creation being an advantage
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
- Excellent leadership, coordination, and information management skills;
- Detailed knowledge of the UN System, NGOs and other international organizations/institutions;
Knowledge of return and reintegration data in Iraq and ability to negotiate with government authorities;
- Good knowledge of human and financial resources management;
- Strong conceptualization, analytical and writing skills;
- Strong communication, organizational and interpersonal relationship skills;
- Ability to meet deadlines and work under pressure with minimum supervision; and,
- Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
Fluency in English is required
Arabic and Kurdish are advantage Languages
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
