Organizational Context and Scope

Under the overall supervision of the Peace, Recovery and Solutions Division (PRSD) Senior Programme Coordinator , the direct supervision of the Head of the Legal Empowerment and Transitional Justice (LE&TJ) Unit, and in close coordination with the pillar technical leads and relevant units at Headquarters and the Administrative Centres, the National Project Officer (Reparations and Transitional Justice) will be responsible and accountable for supporting and coordinating the development, implementation, monitoring and reporting activities under Pillar II (Reparations and Transitional Justice) of the LE&TJ Unit.

  • Provide operational guidance and technical monitoring to Pillar II (Reparations and Transitional Justice) of the LE&TJ Unit, contributing to the implementation of the reparations and transitional justice strategy in line with IOM policies and applicable legal frameworks (including the Yazidi Survivors Law, Law 20, and the Legal Assistance Law).
  • Coordinate the overall implementation of the Pillar II portfolio, including monitoring the financial, logistical, administrative, and technical aspects of reparations and transitional justice projects, in accordance with IOM’s policies, practices, global standards, and relevant grant agreements.
Collaborate with the Pillar I (Access to Rights and Justice) technical lead where the work of the two pillars intersects — in particular on civil documentation, housing, land and property (HLP) rights, individual reparations claims, and legal remedies — to contribute to the coherence of the Unit’s integrated three-pillar approach and to facilitate the mainstreaming of transitional justice considerations across the Unit’s work.[SN1] [RA2]
  • Supervise, guide, and support the Pillar II pin-holders and project support staff, fostering distributed technical ownership, building individual and collective capacity, and ensuring that the technical agenda and the implementation of activities are held coherently across the pillar.

Support the monitoring and progress of project implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks; and recommend and implement corrective actions, in coordination with the shared functions lead on reporting,, and information management.

  • Promote and contribute to the integration and mainstreaming of gender, protection, human rights, survivor-centred practice, and other cross-cutting issues into the design and implementation of the reparations and transitional justice portfolio and, where relevant, across the wider Unit.
  • Support the elaboration and dissemination of reports for donors, government, and other relevant stakeholders, ensuring timely submission and compliance with donor and IOM requirements, in close coordination with the shared functions lead.
  • Identify potential areas for project development and contribute to the development of new projects under Pillar II by assessing the local context, selecting and summarizing background information, and drafting segments of project proposals.

Liaise with government entities, implementing partners, United Nations agencies, civil society organizations, donors, and other stakeholders on matters relating to reparations and transitional justice, in alignment with the Unit’s government engagement protocols and one-voice approach.

  • Organize, and deliver capacity-building activities to strengthen the capacity of staff, partners, government officials, and other relevant actors on reparations and transitional justice.
  • Participate in relevant conferences, working groups, workshops, and steering committees, representing the Unit’s reparations and transitional justice work as delegated.Undertake duty travel as required in relation to project implementation and monitoring.Perform such other duties as may be assigned.

Education

  • Master’s degree in Law, Political or Social Sciences, International Relations, Human Rights, Transitional Justice, Development Studies, Migration Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in transitional justice, reparations, rule of law, access to justice, or protection programming, preferably in a post-conflict or humanitarian setting;
  • Experience in project cycle management, including implementation, monitoring, reporting, and budget oversight in line with donor requirements;
  • Experience in liaising with governmental authorities, national and international institutions, United Nations agencies, and non-governmental organizations;
  • Experience in working with survivors, victims of conflict-related violations, internally displaced persons, returnees, and other vulnerable groups; and,
  • Experience in supervising or guiding staff and in supporting capacity-building processes is an advantage.

Skills

  • Knowledge of transitional justice mechanisms, reparations frameworks, and survivor-centred approaches, including familiarity with the relevant national legislation (e.g., the Yazidi Survivors Law) and an understanding of the fragmented legal and institutional landscape for access to justice and reparations in Iraq;
  • Understanding of the linkages between reparations, access to justice, and participation and peacebuilding within an integrated programming approach;
  • Knowledge of UN and bilateral donor programming, and of relevant financial rules and regulations;
  • Ability to provide technical guidance and to work collaboratively across multidisciplinary teams; and,
  • Proficiency in office software packages (MS Word, Excel, etc.) and information management tools.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
