Organizational Context and Scope
Within the IOM OPT Mission, the Programme Support Unit (PSU) is a cross-sectoral unit working closely with all thematic units to support the development, implementation, monitoring and reporting of projects and other initiatives. The unit coordinates closely with HQ and regional colleagues, as well as external counterparts and donors to support quality and well-coordinated programming and oversight. This includes supporting the implementation and monitoring of the mission-wide IOM OPT strategy.
1. Support the development and updating of the overall framework for IOM OPT, including indicators, tools and methodologies for ad hoc, monthly, quarterly and annual monitoring processes, remote and third-party monitoring, ensuring alignment with donor agreements and RBM guidance.
2. Ensure effective financial planning and oversight of M&E activities, including appropriate budgeting and regular expenditure monitoring, tracking of commitments and burn rates, identification of variances, and timely follow-up on required budget adjustments, in coordination with the Programme Support Unit and relevant Resource Management colleagues. Support the development, testing and updating of standardized M&E tools and assist in promoting their consistent use through training and follow-up with programme focal points and implementing partners.
3. Support integration of protection, gender and inclusion considerations into monitoring frameworks and tools in coordination with the Protection focal point.
4. Support the maintenance and application of remote monitoring and emergency-adapted tools for access-constrained environments and rapid onset situations.
B. Evaluation and Learning
5. Support the planning and coordination of internal and external evaluations, including drafting of Terms of Reference, facilitating evaluation missions, coordinating with evaluators, and tracking of recommendations.
C. Third Party Monitoring
6. Support the implementation and coordination of third-party monitoring arrangements including preparation of TPM scopes of work, tools, and deliverables.
7. Review TPM reports, validate findings and support integration of results into programme follow-up and learning processes.
D. Monitoring, Data Quality and Reporting
8. Support regular progress tracking against indicators and contribute to quarterly updates to the mission, in coordination with programme focal points.
9. Support data verification and validation through data quality checks, consistency checks, field spot checks (when feasible) and review of implementing partner submissions.
10. Ensure adherence to IOM’s data protection principles and proper handling of sensitive data.
11. Coordinate with the Programme Support Officer to support timely preparation of donor reports reflecting results against agreed indicators log frames, and stakeholder information needs, providing analytical inputs to results sections and ensuring coherence between narrative and quantitative data.
12. Review IM and monitoring reports, identify bottlenecks and propose necessary corrective actions. Support development of dashboards and visual analytical products.
13. Support tracking risks and assumptions across projects and coordinate with programme teams to update mitigation measures and adjust monitoring plans accordingly.
E. Management
14. Contribute to capacity-building activities for staff and implementing partners on M&E, RBM, data collection, accountability and reporting.
15. Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-Based Management (RBM) functions to support compliance with IOM monitoring and reporting requirements, including for the Strategic Results Framework (SRF), the Institutional Questionnaire (IQ), Project Information and Management Application (PRIMA), and other regional M&E planning tools.
16. Perform other duties as may be assigned.
Education
- Master’s degree in international relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
- Bachelor’s degree in the above fields with four years of relevant professional experience
Experience
- Demonstrated technical knowledge in project development, quantitative and qualitative M&E methods and data collection and analysis, and reporting, with understanding of contemporary trends and innovations in the field of monitoring, evaluation, accountability and learning (MEAL).
- Experience in RBM, logical frameworks and other strategic planning approaches; implementation of M&E systems and plans; training in M&E development and implementation; information analysis and report writing.
Skills
- Strong analytical skills and organization skills.
- Good knowledge of research methodologies and quantitative and qualitative techniques.
- Strong writing, presentation, and facilitation.
- Advanced knowledge of MS office and working knowledge of databases and statistical tools.
- Ability to meet deadlines and produce clearly and accurate written reports.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written). Fluency in Arabic is an added advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
