TERMS OF REFERENCE
The purpose of this consultancy is to support and coordinate a participatory MCO strategic planning process for operationalization of the EU MCO concept note (applying the three strategies of positioning, partnering and catalytic programming), specifically in the development of result frameworks with clear results at all levels, clearly aligning them to the timeline and results of the Strategic Plan (2026-2029) and other strategic documents , strategies, and resource requirements. The exact duration of the results framework will be determined during the inception phase of the consultancy “Inception and Process design” .

Minimum Qualifications required*
Master`s degree in Economics, Social policy, Public Policy, Public Administration or similar
Years of Experience/ Knowledge/Expertise/Skills required*:
Work Experience:
• Minimum 10 years of experience in strategic programme planning and programme management. Experience in Results Based management and Theory of Change development.
Language Requirements:
• Excellent written and verbal communication skills in English.
Knowledge/Expertise/Skills:
• Knowledge and experience in UNICEF programming in MICs or UMICs and UNICEF HIC programming frameworks.
• Strong facilitation skills and experience in facilitating participatory processes.
• Strong analytical and strategic thinking skills.
• Experience in change management / organizational transition contexts.
Desirables:
• Facilitation and consensus-building expertise in multi stakeholder environments.
• Political sensitivity and diplomacy skills (multi-country alignment).
• Ability to manage complex, matrixed structures.
• Strong time management under tight deadlines.
• Consensus-building.
