Organizational SettingThe main aim of FAO’s Representation in Angola is to assist the Government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.Under the overall supervision of the FAO Representative and in close collaboration with the Programme and Administration, the Operations Specialist (Delivery Monitoring, Budgets and Reporting) reports to the AFAOR Programme.This position supports FRANG's capacity for programme/project budget planning, delivery monitoring, and donor financial reporting, contributing to the compliant and effective implementation of FAO Angola's project portfolio. Reporting LinesThe Operations Specialist reports to the AFAOR-Programme and works in close coordination with the Operations Officer, Project Coordinators, and Project Assistants across FRANG's project portfolio. Technical FocusProvide routine operational support to FAO projects and activities in compliance with established rules and procedures. Tasks and responsibilitiesPROGRAMME AND PROJECT CYCLE SUPPORT· Contribute to the development, implementation, and evaluation of programmes/projects, amongst other project cycle tasks;· Conduct programme budget planning & monitoring;· Review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions;· Coordinate and support actions related to timely field project completion/closure, including identification of project follow-up requirements;· Support planning and implementation of selected programme activities in line with SFS fisheries objectives in compliance with FAO and Donor rules and regulations;· Support the programme in conducting, reviewing, and validating the annual FAO Annual Operational Plan and its main outputs, ensuring alignment with its logical framework and budget;· Contribute to funding mobilization efforts for FAO Programme, review the quality and timely inputs to programme preparation as well as the preparation of programmatic and strategic documents and project proposals;II. BUDGET, DELIVERY MONITORING & FINANCIAL REPORTING· Support the planning of financial transactions, supports BH in budget allocations, and liaise closely with all relevant internal and external stakeholders, ensuring compliance with FAO corporate policies as well as donor requirements and regulations;· Assist in capturing unposted commitments, unliquidated advance payments, and forecasted balances;· Facilitate running cost planning;· Conduct project financial statement monitoring;· Review balances in relation to Not to Exceed (NTE) dates and flags them to project managers;· Extract financial statements (FS) and Expenditure Transaction Listings (ETL) on a timely basis for every project and provides guidance to the project team on over- or under-expenditure;· Conduct monthly monitoring of the budget for different budget lines and provide guidance to project managers;· Set up meetings with project teams and finalize specific expenditure plans (as applicable) for 6-month activity implementation, and provide operational advice on possible implementation actions, in consultation with the Operations Officer and Head of Programmes;· Assist Project Managers in gathering ad hoc information requested by the donor or programme;· Assist Project Managers and the programme team in preparing financial reports for donors;· Provide guidance on the assignment of correct budget codes to support the implementation of planned budget activities;Review Local Travel Authorizations (LTAs) and Local Travel Expense Claims (LTECs) on GRMS, ensuring accuracy and compliance prior to approvalIII. HR BUDGET PLANNING & OPERATIONAL SUPPORT· Prepare HR budgetary planning;· Collate all information required to compile the Country Office Human Resource (HR) plan;· Provide quarterly HR statements against the endorsed plan and transmit HR budget gaps/excess to Senior Management;· Provide support on delivery and stock management, and on the assessment/inspection and evaluation of suppliers and received goods;· Perform other related tasks as required. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements• Postgraduate degree (or a bachelor's degree with relevant experience) in Business Administration, Business Management, Operations Management, Public Administration, Supply Chain Management, Finance, Accounting, Economics, Development Studies, Project Management, International Development, Agriculture, or a related field.• Minimum 3 years experience in Operations and Budget Monitoring, preferably within FAO, another UN agency, or an international development organization.• Working knowledge of English, and in Portuguese.• National of Angola.
