IOM has undertaken a Business Transformation (BT) process, a priority driven by IOM's Internal Governance Framework (IGF) initiative including a global review of its planning, budgeting, financial, project resources management andreporting requirements and enterprise resource planning management (ERP)-based process flows to update its systems and establish a fit-for-future way of working globally, supported by Oracle Cloud Fusion ERP, Oracle Cloud Enterprise Performance Management (EPM) and other custom systems and related satellite technologies. The resulting enterprise solution is known internally as Wave.
Under the direct supervision of the Chief, Corporate Solutions Unit (CSU), and in functional coordination with the relevant Business Process Owners (BPOs) and other Wave ERP BRMs, the Oracle Financial Functional Stream Lead (Finance to Manage) will be responsible for ensuring that the enterprise resource planning management (ERP) solution continues to meet organizational performance objectives, remain aligned with evolving organizational requirements, and remains technically sound with respect to continuous platform updates and continuous business improvement.
- Lead and act as F2M focal point for the BRM Team with regards to manage and enhance IOM’s system-based finance process and procedures. (cost objects, commitment tracking, financial monitoring, account payable, payments processing and settlement, reporting).
- Serve and collaborate with the Department of Finance and Administrative Management (DFAM) and the global F2M community to understand the broad financial management context, address user needs, and solve issues proactively.
- Set the priorities and manage the outputs contracted resources (vendor and internal teams) to ensure requirements/problems are understood and are being addressed in a correct and timely fashion.
- Ensure continuity of operations of F2M-related systems, monitor software upgrades including regression testing, technical integrations, management of the cloud platforms and related users and any other task eventually performed by selected vendors.
- Monitor and analyze end-user support requests and Tier 3 (application change requests and defect resolution) to achieve end-user satisfaction and the operational requirements of the F2M process coverage.
- Lead business relationships with business process owners and other stakeholders covering the F2M scope (including cross-functional integrations) to define demands for solution, measure and report quality of services and coordinate issues resolution.
- Manage the full change process lifecycle including performing business analyses and identifying, advising and coordinating on business process improvement and management of change activities, ensuring cross-functional integration and compatibility, impacting business functions resulting from solution enhancements and changes with a specific focus on maximizing the evolution allowed by the periodic release of new functions by the cloud providers.
- Liaise with the Information and Communications Technology (ICT) Enterprise Architect to ensure CSU's solutions for F2M domains remain compatible with and help advance ICT's overall architectural and technology goals.
- Prepare and maintain technical and user documentation for F2M domains applications, detailed technical presentations and various technical reports.
- Manage all related tasks and operations activities and track, monitor and report on progress against plans, requirements, quality measures and operational service levels vs. agreements.
- Manage change to promote acceptance and ''buy-in' at all stages and ensure smooth implementation of necessary changes to internal business practices, procedures, processes and systems.
- Provide direct oversight and support to external expert, consultants, vendors and suppliers engaged by the CSU in the context of delivering the in-scope solutions and supporting elements.

Education
- Master’s degree in Business Administration, Management, Finance, Information Technology or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
- Professional certification as qualified accountant (ACCA, CA, CPA, CIMA, CIPFA) is an advantage.
Experience
- Extensive experience in accounting and financial management, including but not limited to accounts consolidation, financial analysis, accounting processes and procedures design, master data structure management, and general financial reporting, in a large-scale organization;
- Experience in practical implementation of effective financial controls;
- Extensive experience with ERP software/systems and accounting-related technological solutions; and,
Skills
- Practical knowledge of IPSAS accounting standards a distinct advantage;
- Proven expertise in Oracle Cloud Fusion ERP (certification an advantage) software/systems for finance, planning, budgeting, project resources management and reporting technological solutions in terms of configuration and accounting rules/verifications management;
- Sound and Proven communication skills, ability to present information in a comprehensive, clear and concise manner both in writing and verbally;
- Demonstrate ability to conduct analyses, excellent writing skills accompanied with the ability to edit a range of different materials, including but not limited to supply chain policies, related instructions, guidelines and reports for different audiences; and,
Languages
IOM's official languages are English, French and Spanish.
For this position fluency in English is required (Oral and Written). Working knowledge of French and Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
