Org. Setting and Reporting

The United Nations Department of Operational Support (DOS) provides operational support to UN Secretariat entities globally, including advisory, operational and transactional support services in: human resources, health-care management and occupational safety services; supply chain management including logistics, procurement and support for uniformed capabilities; operational planning and support to start-up, surge, draw-down and liquidation in UN Secretariat entities; UNHQ administrative services and campus support; and, operational information and communications technology (ICT).

This position is located in the Office of the Under-Secretary-General, Department of Operational Support (DOS) in the Performance and Analytics Section, and supports the development, implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area, including via problem-solving and analytics deliverables, for continuous transformation and overall organizational performance of the Department. The incumbent reports to the Senior Programme Officer.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

Participates in the development, implementation and evaluation of assigned frameworks, programmes and projects on continuous transformation and departmental organizational performance; monitors and analyzes implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

Provides strategic guidance and advisory support on the integration of innovation, strategic foresight, data, behavioural science, digitalization, and knowledge management into organizational processes and transformation initiatives.

Provides support to organizational reform and management initiatives through action planning, monitoring, and stakeholder engagement, including at senior levels; supports the implementation of initiatives aimed at improving the delivery of operational support and managing major transitions for internal stakeholders

Researches, analyzes and presents information gathered from diverse sources, including analyzing and visualizing data and delivering analytics products, through the use of spreadsheet applications.

Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

Conducts analytical activities, including the design of data collection tools and the analysis of quantitative and qualitative information to identify risks, gaps, and improvement opportunities; and supports evidence-based decision-making through data analytics, reporting, and visualization tools.

Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

Performs other duties as required.

Competencies

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education

Advanced university degree (Master's degree or equivalent degree) in business or public administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of experience in project or programme management, administration or related area is required. Experience in driving and managing innovation initiatives, with the United Nations or similar international organizations is required. Experience in communicating and advising various audiences, including senior management, on data related matters and innovation initiatives is required. Experience in developing and delivering communications products (i.e., presentations, reports, memos, videos) is desirable.

Experience in facilitating workshops, planning sessions, and similar interactive sessions is desirable. Experience in using data analysis or data modelling for informing decision making or action (e.g. development consultancy, management consultancy, investment advisory, technology services) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable. Special Notice

This position is temporarily available for 364 days, subject to the availability of funds. Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

While this temporary job opening may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Individual contractors and consultants (Non-Staff Personnel) who have worked within the UN Secretariat in the last six months, irrespective of the administering entity, are ineligible to apply for professional and higher temporary or fixed-term positions and their applications will not be considered.

In accordance with ST/AI/1999/17 section 2.3, an SPA may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member. Staff in the General Service and related categories temporarily placed against a post at the Professional level may receive an SPA to the P-1 or P-2 level.

Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
