Org. Setting and Reporting

This position is located in the Office of the Director and Deputy to the High Representative for Disarmament Affairs. The Programme Officer reports to the Director through the Senior Political Affairs Officer of the Policy Coordination and Change Management Unit.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

Reviews draft project documents, including donor contribution agreements and agreements with implementing partners, ensures viability of logical frameworks and programme delivery.

Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

Researches, analyzes and presents information gathered from diverse sources.

Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

Provides substantive support to consultative and other meetings, conferences, etc.,. Participates programmatic visits to regional centers/offices to assess, verify, and monitor project results and their alignment with broader strategic goals.

Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.), prepares related documents/reports (pledging, work programme, programme budget, etc.), and manages programme/project budget implementation in accordance with agreements.

Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Ensures that requirements and background information used for data analysis are documented.

Performs other duties as required.

Education

An Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of five years of experience in project or programme management, administration or related area, is required. A minimum of two years’ experience managing government-funded grants is required. A minimum of two years’ experience conducting business operations in UMOJA or similar Enterprise Resource Planning platforms is required. A minimum of two years’ experience in data analytics and reporting is required. Experience serving at the United Nations Headquarters or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either Arabic or Chinese (Mandarin) or French or Russian or Spanish is desirable. Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
